Ranchi: Jharkhand’s tier-II and tier-III cities are set to gain fresh momentum in economic and infrastructure development following the Union Budget 2026–27, presented on Sunday by Finance Minister Nirmala Sitharaman. A key highlight of the budget is the creation of City Economic Regions (CERs), aimed at balanced urban growth and infrastructure enhancement.
City Economic Regions to Receive Rs 5,000 Crore Each
Under the new scheme, each CER will receive a proposed allocation of Rs 5,000 crore over the next five years. The initiative will focus on strengthening infrastructure, attracting investment, and creating jobs in smaller cities and temple towns that have traditionally lagged behind metro areas. Each CER will design development plans tailored to local growth and compete for funds through a challenge-mode financing mechanism.
Jharkhand Urban Centres to Benefit from Focused Development
For Jharkhand, CERs come at an opportune time as urban centres like Ranchi, Jamshedpur, Deoghar, and Dhanbad face increasing pressure on civic infrastructure, transport networks, and public services. In Ranchi, ongoing upgrades of arterial roads and key intersections reflect sustained efforts to improve mobility and urban living standards.
Support for Street Vendors and Informal Economy
The budget also reinforced the Centre’s focus on the urban informal economy, highlighting the Prime Minister Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi) scheme. Over one crore street vendors nationwide have benefited from working-capital loans, digital payments, and social security linkages, with expanded coverage planned in the coming years. Jharkhand is aligning its urban planning to complement this support for livelihoods in smaller cities.
CERs to Promote Integrated Urban-Rural Development
Linking the CER initiative with livelihood generation, Sunil Kumar, Secretary of the Urban Development and Housing Department, said, “Jharkhand’s urban areas require sustained capital expenditure, while rural livelihoods are also being actively promoted. CERs can give a push to both urban and rural landscapes. We are hopeful of a good funding pattern that will allow the state to plan integrated development.”
CER Initiative Expected to Transform Jharkhand’s Urban Landscape
With the City Economic Region framework, Jharkhand’s smaller cities are expected to see improved infrastructure, increased investment, enhanced job opportunities, and a more inclusive urban economy. The scheme promises to provide a holistic push for urban and rural growth, positioning Jharkhand’s cities as emerging hubs of balanced development.
