UP to Introduce India’s First ‘Ease of Doing Business Bill 2025’, Yogi Government To Decriminalize 99% Industrial Laws

UP to decriminalize 99% provisions in 13 industrial laws under Ease of Doing Business Bill 2025, pioneering business reforms in India

In a landmark move aimed at transforming the business landscape, the Uttar Pradesh government, under Chief Minister Yogi Adityanath, is set to table the Ease of Doing Business Bill, 2025. This progressive legislation will decriminalize nearly 99% of punitive provisions across 13 state laws, replacing jail terms with monetary fines and administrative actions, thereby making UP the first state in India to implement such comprehensive legal reform for industries.

The objective is to create a pro-industry, transparent, and accountable ecosystem, without compromising on labour rights and compliance.

Aligning with PM Modi’s Vision: Reform. Perform. Transform.

The announcement followed a high-level review chaired by CM Yogi Adityanath on August 28, where he reiterated the state’s commitment to Prime Minister Narendra Modi’s vision of “Reform. Perform. Transform.” The CM stressed the need to shed outdated, punitive industrial laws that hinder entrepreneurship and investor confidence.

“Unnecessary penal provisions create hurdles for industries and discourage investment. We need a system where compliance is encouraged, not criminalized,” he stated.

Laws Under Revision: A Sweeping Overhaul

The proposed bill will amend the following major acts:

  • Excise Act
  • Molasses Act
  • Tree Protection Act
  • Revenue Code
  • Sugarcane Act
  • Groundwater Act
  • Municipal Corporation Act
  • Plastic Waste Act
  • Cinema Act
  • Panchayat Acts, among others.

Currently, these laws impose imprisonment for procedural or minor non-compliance. The bill proposes replacing these with financial penalties, warnings, or administrative measures, thereby reducing fear of harassment while maintaining accountability.

Labour Law Simplification: Support for Workers and Women

In tandem with industrial law reforms, the government is also working on labour law simplification, with a strong focus on balancing entrepreneurial flexibility with worker welfare. Proposals include:

  • Extending factory license durations
  • Simplifying rules for shops and commercial establishments
  • Amending restrictive clauses to create more jobs for women
  • Introducing self-certification and third-party audit mechanisms

“Industries can now focus on growth, not on excessive paperwork, while workers’ safety and rights stay protected,” CM Yogi assured.

‘Nivesh Mitra 3.0’: UP’s Digital Leap for Investors

To complement the legal reforms, UP is preparing to launch Nivesh Mitra 3.0—an upgraded, AI-powered single-window clearance platform for investors. The new system promises:

  • A Common Application Form for all industrial clearances
  • PAN-based registration for ease of business
  • Real-time dashboards and updates
  • Multilingual interface for domestic and international investors
  • An AI-enabled chatbot for instant support and guidance

This digital upgrade is expected to further enhance transparency, speed, and investor trust in UP’s regulatory ecosystem.

First-of-Its-Kind Reform in India

What sets this initiative apart is its scale and decisiveness. While several states and the central government have taken partial steps toward decriminalization, no state has yet moved to abolish 99% of criminal provisions across so many state laws. UP’s bold reform could now become a template for national industrial policy transformation.

Balanced Approach Welcomed by Stakeholders

Initial reactions from business associations have been overwhelmingly positive. Entrepreneurs have praised the move as a long-overdue relief from over-regulation and fear of criminal liability for procedural issues.

Labour unions have cautiously welcomed the change as well, noting the CM’s commitment to upholding labour rights, and urging strict enforcement of administrative penalties to prevent misuse.

Driving UP’s Economic Vision

The Ease of Doing Business Bill is expected to:

  • Improve UP’s ranking in the national Ease of Doing Business index
  • Boost investor confidence and capital inflows
  • Promote job creation, especially for youth and women
  • Support UP’s Rs. 51 trillion economy vision, aligning with India’s Rs. 555 trillion national target

Key sectors such as manufacturing, agro-processing, textiles, IT, and infrastructure are projected to benefit significantly from lower compliance costs and reduced procedural delays.

“Our goal is not just to attract investment—but to build a just and innovation-driven industrial ecosystem where every worker is protected and every entrepreneur is empowered,” CM Yogi concluded.
