Lucknow: Taking serious note of the growing problem of stray dogs and rising dog bite incidents across Uttar Pradesh, the Yogi Adityanath-led state government has initiated concrete steps to establish Dog Shelter Homes and Animal Birth Control (ABC) Centres at municipal corporations and district headquarters.
The initiative aims to ensure public safety while promoting animal welfare, in line with Supreme Court guidelines on the humane and scientific management of stray animals.
Humane and Scientific Solution to Stray Dog Menace
The state government has made it clear that the issue of stray dogs will be addressed through long-term, humane, and scientific measures. Officials said that the combined implementation of dog shelter homes and ABC centres will help reduce aggressive behaviour, control population growth, and ensure better monitoring of stray dogs.

Separate DPR Approved for Dog Shelter Homes
To streamline execution, the government has prepared separate Detailed Project Reports (DPRs) for dog shelter homes. As per official estimates, the cost per shelter home is expected to range between ₹470 lakh and ₹531 lakh per unit.
The DPRs include provisions for:
- Adequate shelter capacity
- Veterinary and medical facilities
- Food and nutrition arrangements
- Hygiene and sanitation systems
- Security infrastructure
- Deployment of trained staff
These DPRs have received in-principle approval, and the next phase of implementation will proceed strictly in accordance with Supreme Court directions.
Land Identified in Major Municipal Corporations
Progress has been made on land identification in several urban centres. In Prayagraj Municipal Corporation, land has been identified at Mau Urhat village in Soraon tehsil for the dog shelter home project.
In Lucknow Municipal Corporation, the proposal for land availability has already been approved by the Executive Board, paving the way for early project execution.
ABC Centres Planned at District Headquarters
In addition to urban municipal bodies, the state government is fast-tracking the establishment of ABC centres and dog shelter homes at district headquarters.
Land has already been identified in:
- Lalitpur – 12.182 hectares
- Hardoi – 0.2 hectares
- Bulandshahr – 2,000 square metres
- Fatehpur – 0.769 hectares
Once details from the remaining districts are received, land identification and project approvals will be completed to ensure uniform implementation across the state.
Supreme Court Guidelines to Be Strictly Followed
Officials confirmed that the entire process—from planning to execution—is being carried out in accordance with Supreme Court guidelines on stray dog management. The guidelines emphasise humane treatment, sterilisation, vaccination, and rehabilitation, ensuring that animal welfare is not compromised while enhancing public safety.
Government’s Focus on Public Safety and Animal Welfare
The Yogi government stated that the initiative will significantly help in reducing dog bite cases, improving urban safety, and creating a structured system for stray dog management in Uttar Pradesh. The project is expected to bring lasting relief to citizens while setting a model for scientific and compassionate animal control.
