Lucknow: The Uttar Pradesh government is preparing to strengthen technology-based development planning across nearly 58,000 gram panchayats, with a focus on using digital tools to prepare evidence-based and saturation-based village development plans.
The initiative, being taken up by the state’s Rural Development Department, will involve training officials and employees in the use of relevant software and digital portals. The objective is to make the planning process at the gram panchayat level more systematic and improve the preparation of village development plans.
Rural Development Commissioner Pramod Kumar Upadhyay has written to all District Magistrates, directing them to organise training programmes to improve the use of software under the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin), or VB-G RAM G, and strengthen technology-based planning.
Viksit Gram Panchayat Plan Portal to Support Village-Level Planning
A dedicated Viksit Gram Panchayat Plan (VGPP) portal has been developed to facilitate evidence-based and saturation-based planning at the gram panchayat level.
Through the portal, the government intends to make the preparation of village development plans more structured and technology-driven.
The training will cover:
- Use of the VGPP portal and its features.
- Security aspects associated with the portal.
- Preparation of long-term development plans.
- Use of digital tools for evidence-based and saturation-based planning.
Training to Be Conducted in Two Phases
The capacity-building programme will be organised in two stages.
In the first phase, officials and concerned personnel will receive training at the state headquarters. In the second phase, officials and employees at the development block and gram panchayat levels will be trained within the following week.
Gram panchayats across all districts will participate virtually through their respective development blocks.
Districts to Submit Training Reports to State Headquarters
After the training programmes conclude, districts will be required to submit reports and related information to the state headquarters.
The submissions will include training schedules, photographs, suggestions and other relevant details.
Initiative Linked to Centre’s ‘Reform Utsav’
The training programme is being organised in the context of the Union Ministry of Rural Development’s ‘Reform Utsav’, observed during October to promote awareness of key reforms and encourage their adoption.
Under this initiative, states have been asked to organise capacity-building programmes.
Uttar Pradesh’s proposed training exercise is part of this effort, with an emphasis on improving the use of technology in village-level planning and familiarising officials with the VGPP portal and its security features.
The programme is intended to involve all gram panchayats in the state in preparing development plans through a technology-supported planning process.
