Lucknow: Uttar Pradesh is set to appoint two new Director Generals of Police (DGP) by the end of July. Senior Indian Police Service (IPS) officers Rajiv Sabharwal and Binod K. Singh (BK Singh) – both serving at the Additional Director General (ADG) level — are under consideration for the top post in the state police hierarchy.
Sources indicate that both officers feature prominently in the current DGP Rajiv Krishna’s list of top-10 strategic priorities and are likely to be elevated soon.
Rajiv Sabharwal: A Technocrat with Training Reforms in Focus
Mr Sabharwal, a 1993 batch IPS officer, currently serves as ADG at the Dr. Bhimrao Ambedkar Police Academy in Moradabad. Known for his expertise in training and education, Sabharwal was recently assigned the responsibility of police training — a key area of focus under DGP Rajiv Krishna’s reform agenda.
Born on April 30, 1969, in New Delhi, Sabharwal holds multiple degrees including BTech, MTech, AMPPP, and has studied at the prestigious Indian School of Business (ISB). Throughout his career, he has steadily climbed the ranks — promoted to DIG in 2009, IG in 2012, and ADG in 2018. His academic acumen and commitment to structured police training have earned him considerable respect within the force.
BK Singh: Cyber Crime Specialist with Varied Experience
Mr Singh, a 1994 batch officer originally from Patna, Bihar, is currently posted as ADG Cyber Crime in Uttar Pradesh. His full name is Binod Krishna Singh. Born on May 9, 1971, Singh holds advanced academic credentials including an MA, MPhil, and LLB in History.
Mr Singh has previously served as Special Director General in the Central Reserve Police Force (CRPF). However, his tenure at the central force ended prematurely after an incident involving alleged misconduct with a female staffer at Guwahati airport. Following the episode, he was sent back to Uttar Pradesh cadre, where he resumed leadership in the Cyber Crime wing.
Despite the controversy, Singh’s extensive experience and operational efficiency in handling cybercrime make him a contender for the DG post.
Strategic Appointments Ahead
Both Sabharwal and Singh are being considered for elevation to Director General level roles as part of a larger administrative reshuffle aligned with the UP Police’s modernization and performance-driven framework under the leadership of DGP Rajiv Krishna. With the focus on cybercrime, training reforms, and tech-driven policing, both officers are expected to play key roles in shaping the future of law enforcement in the state.
Official confirmation regarding their promotion is expected by the end of July.
