Lucknow: The Uttar Pradesh government, led by Chief Minister Yogi Adityanath, has announced a major relief for outsourced employees, raising their salaries by ₹8,000 to ₹11,000 and introducing key social security benefits such as EPF and ESI. This decision will directly benefit nearly two lakh outsourced employees across the state.
Significant Salary Hike for Outsourced Staff
Under the new salary structure, various categories of outsourced employees will see substantial increases:
- Chaukiwar (Watchmen) and Chaprasi (Peons): Salary increased from ₹10,000 to ₹18,000 per month
- Translators, Computer Assistants, and Data Entry Operators: Salary increased from ₹14,000 to ₹23,000 per month
- Teachers: Up to ₹25,000 per month
- Doctors: Up to ₹40,000 per month
The salary hike will be effective from April 2025, ensuring immediate financial relief for employees.

Introduction of EPF and ESI Benefits
In addition to the salary increase, the government has introduced social security measures for outsourced staff:
- EPF (Employee Provident Fund): 13% contribution
- ESI (Employee State Insurance): 3.25% contribution
To implement these changes, the government increased the budget of the relevant departments by ₹426 crore, releasing a total of ₹2,223.84 crore for employee welfare.
Transparent Recruitment Through UPCOS
To make recruitment more transparent, the government has set up the Uttar Pradesh Outsourced Service Corporation (UPCOS). Previously, outsourced employees were hired through multiple agencies, leading to delays in salaries and unfair treatment.
With UPCOS, recruitment will be:
- Transparent and standardized
- Subject to full reservation policies:
- SC: 21%
- ST: 2%
- OBC: 27%
- EWS: 10%
- SC: 21%
The move aims to prevent exploitation, ensure timely payments, and create fair employment opportunities across the state.
Relief for Shiksha Mitras and Part-Time Instructors
The government has also increased the pay of Shiksha Mitras and part-time instructors:
- Shiksha Mitras: ₹18,000 per month (previously ₹10,000)
- Part-time Instructors: ₹17,000 per month (previously ₹9,000)
Currently, there are 1,43,450 Shiksha Mitras and 24,781 part-time instructors benefiting from this salary hike.
Boosting Employment and Employee Welfare
This comprehensive move by the Yogi Adityanath government not only enhances employee wages and social security but also ensures transparency, fair recruitment, and adherence to reservation policies. Experts say this step will also promote employment generation and strengthen the overall labor framework in Uttar Pradesh.
