New Delhi: The Department of Personnel and Training (DoPT) has released the cadre allocation for candidates who qualified the Union Public Service Commission (UPSC) Civil Services Examination (CSE) 2024 cycle. Among the top rankers, Shakti Dubey, All India Rank (AIR) 1, has been allotted her home state of Uttar Pradesh, while Harshita Goyal, AIR 2, has been allocated Gujarat as her cadre.
Top 10 UPSC CSE 2024 Rankers and Their Cadres
The UPSC final results for the CSE 2024 were announced on April 22, 2025. The prestigious examination, widely regarded as one of the toughest in India, serves as a gateway to services including the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), and other central services.

In the 2024 cycle, three of the top five rankers are women. Along with Dubey (AIR 1) and Goyal (AIR 2), Shah Margi Chirag secured AIR 4. Out of the top 25, 11 are women and 14 are men. Overall, of the 1,009 candidates recommended by the UPSC to various services, 725 are men and 284 are women.
AIR 1: Shakti Dubey’s Journey to the Top
Hailing from Prayagraj, Uttar Pradesh, Dubey began her UPSC journey in 2018. A biochemistry graduate from Banaras Hindu University, she initially aspired to become a doctor. After five attempts, including narrowly missing the cut-off last year by 12 marks, Dubey finally secured the coveted AIR 1.
Reflecting on her strategy, she said, “I made a chart, stuck to it, and treated every day like a small step. Studying 8–10 hours a day and taking planned breaks was my way to survive this journey.”
AIR 2: Harshita Goyal’s Triumph
Harshita Goyal, 24, a commerce graduate and Chartered Accountant from Maharaja Sayajirao University of Baroda, expressed her disbelief at securing AIR 2. “It is unbelievable. I was confident about selection, but getting into the top three feels like a cherry on top,” she said. Ms Goyal lost her mother to cancer 10 years ago and considers her achievement a tribute to her mother’s memory.
This was Goyal’s third attempt, having failed prelims in her first two tries, but she cleared both mains and interview in this cycle.

The 2024 results highlight the perseverance, dedication, and resilience required to succeed in one of India’s most competitive examinations. With a mix of first-time and repeat candidates making it to the top ranks, this year’s batch exemplifies determination and hard work.
