Chandigarh/Haryana: The Union Public Service Commission (UPSC) has sought the status of a first information report (FIR) registered by Chandigarh Police against former Haryana DGP Shatrujeet Kapur, an IPS officer of 1990 batch, days ahead of selecting a panel of IPS officers for the next director general of police (DGP) of Haryana.
Background of the DGP Vacancy
The officiating DGP, OP Singh, is set to retire on December 31, 2025. Kapur, who was appointed Haryana DGP in 2023, was divested of the charge of head of the police force (HoPF) on December 14. Ahead of the retirement of OP Singh, the UPSC prepares a panel of three IPS officers and sends it to the state government for the appointment of a new DGP.

Details of the Chandigarh FIR
The FIR against Kapur was registered under charges of abetment to suicide and provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, based on the suicide note of Haryana IPS officer Y Puran Kumar. The note allegedly named several IPS and IAS officers, including Kapur, and claimed caste-based discrimination and harassment.
Officials clarified that while the FIR has been registered, Chandigarh Police has not yet submitted a chargesheet in court. “An FIR is not a bar for being shortlisted in the panel of three officers,” said a senior official requesting anonymity.
UPSC Queries on Pay and Service Records
In addition to the FIR, the UPSC has sought details about Kapur’s pay scale as HoPF (level 17 of the pay matrix) and the complete service record of 1991-batch IPS officer SK Jain, who is considered unlikely to meet the experience criteria for heading the state police force.
State Government Proposal
On December 16, the Haryana government sent a proposal to the UPSC including records of five IPS officers for consideration –
- Shatrujeet Kapur (1990 batch)
- SK Jain (1991 batch)
- Ajay Singhal (1992 batch)
- Alok Mittal (1993 batch)
- Arshinder Chawla (1993 batch)
The proposal highlighted that Kapur had been on leave since October 14, 2025, amid pressure for action following the suicide of IPS officer Y Puran Kumar. OP Singh was given additional charge of state DGP during Kapur’s leave. Kapur was officially divested of the DGP charge on December 14, after UPSC returned Haryana’s earlier proposal citing Supreme Court guidelines on police reforms, which require that proposals for DGP selection be sent in anticipation of an actual vacancy.
Ongoing Proceedings
The selection process for Haryana’s next DGP continues, with UPSC awaiting responses from the state on the FIR status and officers’ service records. Legal and administrative scrutiny around the Chandigarh FIR remains a key factor in the upcoming decision.
