Dehradun: The Uttarakhand government has adopted a tough stance on the slow pace of development works across departments. At a high-level review meeting held at the Secretariat on Thursday, Chief Secretary Anand Vardhan expressed strong displeasure over delays in the implementation of key schemes and made it clear that negligence and laxity will no longer be tolerated.
Review of Capital Expenditure and Central Schemes
During the meeting, detailed reviews were conducted on capital expenditure, Centrally Sponsored Schemes (CSS), SNA-SPARSH, SASCI, and various departmental expenditure plans. It was found that progress in several departments was far below expectations.

Department Heads to Be Held Directly Accountable
Taking a firm stand, the Chief Secretary said that departmental secretaries and heads would be held directly responsible for delays in projects. He stressed that the government now expects visible, on-ground results, not just paperwork and approvals.
Push for Integrated Farming and High-Value Crops
The Horticulture and Agriculture Departments also came under review. The Chief Secretary highlighted the state’s vast potential in high-value crops such as apples, kiwi, and aromatic plants, but expressed concern over the absence of large-scale, integrated projects.
He directed both departments to work together on integrated farming models to maximize farmers’ income. Additionally, the Fisheries Department was instructed to promote trout production by developing essential infrastructure such as cold storage facilities.
Livestock and Fisheries Projects to Be Developed Jointly
The Animal Husbandry and Cooperative Departments were directed to jointly prepare livestock- and fisheries-based projects to strengthen rural livelihoods and enhance income generation opportunities.
Concern Over Cold Storage Infrastructure
Serious concern was also expressed over the lack of a proper cold storage chain in several districts. The Chief Secretary pointed out that farmers are often unable to store their produce safely, leading to distress sales and lower returns.
He directed officials to develop a complete cold storage chain wherever required, enabling farmers to store their produce and sell it at the right time and better prices.
PMGSY Land Compensation to Be Completed This Financial Year
Under the Pradhan Mantri Gram Sadak Yojana (PMGSY), delays in land compensation distribution were highlighted. The Chief Secretary instructed all District Magistrates to launch a special drive and ensure 100 percent compensation distribution within the current financial year.
Water Conservation Projects Under SARA to Be Accelerated
The Spring and River Rejuvenation Authority (SARA) schemes were also reviewed, where sluggish progress was noted. Officials were directed to fast-track small barrages, check dams, and water conservation projects and ensure full utilization of allocated funds.
Transport Infrastructure to Be Fast-Tracked
The Transport Department was asked to accelerate work on new bus terminals and electric vehicle charging stations, which are crucial for improving public transport and supporting clean mobility initiatives.
Strict Deadlines and Budget Reallocation Warning
Concluding the meeting, the Chief Secretary directed all departments to set clear targets up to March 2026 and submit their proposals to the government by January 30. He warned that proposals submitted after the deadline would not be considered.
He further cautioned that budget allocations of underperforming departments may be diverted to departments showing better performance.
Focus Shifts from Announcements to Results
The review meeting made it clear that the Uttarakhand government is now focused on accountability and outcomes, signaling a decisive shift from policy announcements to time-bound execution and measurable results.
