Dehradun: Uttarakhand Chief Minister Pushkar Singh Dhami has issued strict directives to minimize electricity distribution losses, prevent power theft, and take strong action against negligence in electricity distribution. The state government is intensifying efforts to strengthen the power system across Uttarakhand.
PTCUL Review Meeting Emphasizes Accountability
CM Dhami chaired a high-level review meeting of the Power Transmission Corporation of Uttarakhand Limited (PTCUL) at the Secretariat. The meeting sent a clear message: any negligence in electricity distribution will not be tolerated. Officials were instructed to adopt a zero-tolerance policy on electricity theft and line losses, and strict action must be taken wherever irregularities are found.
During the meeting, the CM reviewed completed projects from previous years, ongoing initiatives, and projects funded by the Asian Development Bank (ADB) and state government schemes. Discussions also included capital investment, resource requirements, disaster management funds, and human resource status for FY 2025-26.

Preparations for Summer Peak Demand
Acknowledging the increased power demand during summer, CM Dhami instructed UJNVL, PTCUL, and UPCL to complete all necessary preparations by March 2026 so that new projects can be operational by April, ensuring uninterrupted supply to consumers.
Projects in districts such as Mangalor, Selakui, Araghar, Khatima, Dhaulakheda, Lohaghat, and Sarvarkheda are progressing rapidly. Land allocation for the second phase in Bahadrabad, Kotdwar, Bhikiyasain, Kapkot, and Nandprayag is to be completed within a week. Other projects are ongoing in Peoplekoti, Ghansali, Banbasa, Ranihat, Rishikesh, and Simli.
Focus on Distribution Loss Reduction and Financial Efficiency
CM Dhami stressed that reducing distribution losses is a top government priority. He warned that any negligence will result in strict accountability. Reducing line losses will not only benefit consumers but also strengthen the state’s financial position.
PTCUL Managing Director P.C. Dhyani shared key achievements:
- REC upgraded PTCUL’s credit rating from A+ to A++, providing a 0.5% interest benefit on loans.
- PTCUL received the Power Line Trans Tech India Award-2025.
- In FY 2024-25, the company paid a record ₹1,243 crore dividend to the state government.
- Over the past four years, 22 projects were completed, including 12 capacity augmentation initiatives.
Transparency and Social Responsibility
The CM also directed PTCUL to open a separate CSR fund account to ensure transparent and effective utilization of funds for socially responsible initiatives. Senior officials from the Energy Department and the Chief Secretary were present during the meeting.
