Dehradun: Uttarakhand Chief Minister Pushkar Singh Dhami addressed administrative officers at a two-day “Chintan Shivir and Dialogue on Vision 2047” at the Civil Services Institute in Dehradun. He emphasized outcome-linked implementation, technology adoption, and inter-departmental coordination to align the state’s development priorities with India’s national goal of becoming a developed country by 2047.
Vision 2047: A Long-Term Development Framework
CM Dhami highlighted that Vision 2047 should not be limited to a single government term or scheme, but serve as a comprehensive roadmap spanning economic, social, technological, strategic, and cultural dimensions. The approach focuses on human-centred, inclusive, and sustainable development, ensuring transparency and citizen-focused governance.
He stressed that Uttarakhand must chart a long-term development pathway based on its unique resources, geographic features, and capacities, contributing to the national objective while addressing local needs.

Outcome-Based and Citizen-Focused Implementation
The Chief Minister underscored the role of administrative officers in ensuring efficiency, responsiveness, and accountability. He urged them to:
- Define clear outputs and outcomes for every scheme.
- Avoid measuring success solely by expenditure.
- Address procedural bottlenecks that delay projects and weaken public trust.
- Track real-world impact, such as farmers’ income growth, youth employment, and women’s empowerment.
Technology, Innovation, and Governance
Dhami emphasized the need for technology-enabled governance, including e-governance, AI, and data analytics, to make administration faster, more transparent, and accessible to remote and border villages. He also highlighted disaster management as a critical component of development planning in environmentally sensitive hill areas.
Coordinated Multi-Year Action Plan
The CM called for departments to work as “Team Uttarakhand”, breaking silos to prepare a multi-year action plan. Officers were urged to monitor development in areas where they serve and systematically address issues highlighted during the “Jan Jan Ki Sarkar, Jan Jan Ke Dwar” outreach programme.
Key Sectors for Balanced Growth
CM Dhami outlined that Uttarakhand should aim for balanced growth across education, health, industry, tourism, agriculture, energy, technology, and governance, taking into account its hill state challenges and the need to harmonize economic development with ecological preservation.
Expert Participation and Deliberations
The inaugural session included inputs from Setu Aayog CEO Shatrughn Singh, Principal Secretary R.K. Sudhanshu, Dr. R. Meenakshi Sundaram, NITI Aayog Programme Director Dr. Neelam Patel, along with IAS officers and subject specialists. The Chief Minister stayed for the discussions, noting suggestions and actionable points for implementation.
