Uttarakhand Restructures Urban Development Agency, Approves 94 Temporary Posts for Infrastructure Projects

The Uttarakhand Cabinet has approved restructuring of the Urban Sector Development Agency, with engineers to be deputed from the Drinking Water and PWD departments.

Dehradun: The Uttarakhand Cabinet has approved the restructuring of the Urban Sector Development Agency (UUSDA), with a decision to source engineers and officers for key urban infrastructure projects specifically from the Drinking Water Department and the Public Works Department (PWD).

Under the approved restructuring, officials will be brought to the agency on deputation for handling projects related to drinking water, sewerage and road construction in urban local bodies across the state.

94 Temporary Posts to Be Created

As part of the restructuring of UUSDA’s organisational structure, the government has approved the creation of 94 temporary, non-cadre posts.

The revised arrangement will assign departmental responsibilities based on the nature of infrastructure work:

  • Drinking Water Department: Officials for drinking water and sewerage projects.
  • Public Works Department: Officials for road construction projects.
  • Officials will be posted to UUSDA on deputation.

Previously, engineers from several departments had been serving in the agency.

Projects Across Eight Urban Local Bodies

Several urban infrastructure projects are being implemented in Uttarakhand with funding support from international financial institutions.

Projects in Kotdwar, Champawat, Tanakpur, Kichha, Pithoragarh, Rudrapur, Kashipur and Sitarganj include sewerage and drinking water works financed through the Asian Development Bank (ADB) and European Investment Bank (EIB).

Rishikesh Project Covers Multiple Urban Services

In Rishikesh, a project funded through KfW includes a broader range of urban infrastructure and public-service works.

The planned works include:

  • Road construction
  • Sewerage
  • Street lighting
  • Public transport, including e-buses
  • Drinking water
  • Beautification of ghats
  • Solid waste management (SWM)
  • LED screens

Department-Specific Deployment of Engineers

The restructuring is aimed at aligning the agency’s technical staffing with the infrastructure projects it is responsible for.

Under the new arrangement, Drinking Water Department officials will handle drinking water and sewerage-related work, while PWD officials will be deputed for road construction projects.

The Cabinet’s approval formalises the restructuring of UUSDA’s staffing framework and provides for the creation of the 94 temporary posts to support the agency’s project-related functions.
