Who Is Dr Varnali Deka? Assam’s First Woman IAS Officer Empanelled for Joint Secretary Post

GUWAHATI: Dr Varnali Deka, a 2009-batch Indian Administrative Service (IAS) officer of the Assam-Meghalaya cadre, has achieved a significant milestone by becoming the first woman IAS officer from Assam to be empanelled for a Joint Secretary-level position in the Government of India.

Her empanelment in August 2026 marks an important milestone for Assam and comes after a career spanning district administration, state-level governance, central deputation, digital governance, rural development, urban administration and community-focused initiatives.

Currently serving on central deputation as Director in the Ministry of Tribal Affairs, Deka has been associated with several major governance initiatives during her career.

Who Is IAS Dr Varnali Deka?

Dr Varnali Deka is a 2009-batch IAS officer belonging to the Assam-Meghalaya cadre. She has held a wide range of administrative responsibilities, including serving as Deputy Commissioner in five districts of Assam, heading major state organisations and handling senior responsibilities in the Assam Secretariat.

Her career has been marked by a combination of technology-driven administration, grassroots governance and policy implementation.

She is also known for her strong academic background and experience in the corporate sector before joining the civil services.

From Software Engineer to IAS Officer

Before entering the civil services, Deka worked in the corporate sector as a software engineer and business analyst.

She had professional stints with Tata Consultancy Services (TCS) Global Consulting Practice and ANZ Bank, gaining experience in technology, business analysis and corporate management.

Her academic background is equally diverse. She has qualifications in Computer Science, Business Administration and Law, apart from holding a Ph.D. in Commerce.

She is also classically trained in music and holds a Visharad degree.

Cleared UPSC Twice to Move From IPS to IAS

Deka’s journey into the IAS was itself unusual.

She initially cleared the UPSC Civil Services Examination and secured All India Rank (AIR) 82, which led to her selection for the Indian Police Service (IPS).

However, she appeared for the examination again and improved her performance significantly, securing AIR 16. This enabled her to join the Indian Administrative Service.

She was subsequently allocated to the Assam-Meghalaya cadre and began a career that would eventually take her through several important administrative positions in Assam and at the Centre.

Served as Deputy Commissioner in Five Assam Districts

One of the defining aspects of Deka’s career has been her extensive field experience.

She has served as Deputy Commissioner in five districts of Assam:

  • Barpeta
  • Golaghat
  • Goalpara
  • Kokrajhar
  • Nalbari

These assignments gave her experience in district-level administration, development programme implementation, public service delivery and coordination among different government departments.

Her tenure in the districts also provided a platform for several of her technology-enabled and community-centric governance initiatives.

Senior Roles in Assam Government

After her field postings, Deka went on to hold several senior positions within the Assam government.

She served as Commissioner & Secretary, General Administration Department (GAD), where she handled important state Secretariat-related responsibilities.

She also headed major state institutions in different capacities, including the Guwahati Metropolitan Development Authority, the Assam Skill Development Mission (ASDM) and the Assam State Rural Livelihoods Mission (ASRLM).

These assignments exposed her to urban development, skill development and rural livelihoods, adding to her administrative experience across diverse sectors.

Central Deputation Since August 2025

Deka moved to the Government of India on central deputation in August 2025.

She is currently serving as Director in the Ministry of Tribal Affairs.

In this role, she has been associated with the implementation of the flagship Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, a major tribal development initiative with an outlay of ₹79,156 crore.

Her current central assignment has further expanded her experience in national-level policy implementation and tribal development.

The latest empanelment is particularly significant because Deka has become the first woman IAS officer from Assam to be empanelled for a Joint Secretary-level position at the Centre.

Joint Secretary-level empanelment opens the way for an officer to be considered for important senior assignments in Union ministries and departments.

For Deka, the milestone comes after more than a decade and a half of administrative service involving both field-level governance and senior policy responsibilities.

The initiative sought to use digital platforms to connect grassroots producers with consumers and improve income opportunities.

Green Goalpara

Through Green Goalpara, Deka promoted sustainability and environmental awareness through a community-oriented approach.

The initiative focused on integrating environmental considerations with local governance and citizen participation.

Infrastructure Snapshot

Infrastructure Snapshot used technology and data to track public infrastructure projects.

The governance tool was aimed at improving monitoring and providing administrators with a clearer picture of the progress of infrastructure works.

Khelo Kokrajhar

Khelo Kokrajhar focused on rural sports and youth development, using sports as a tool for engaging young people and promoting opportunities at the grassroots level.
