Srinagar: The Jammu and Kashmir Government has appointed IAS officer Shreya Singhal as Festival Director for the first International Film Festival of Jammu and Kashmir (IFFJK) 2026, scheduled to be held from September 7 to 10, 2026.
According to an order issued by the General Administration Department (GAD), Singhal, a 2020-batch AGMUT cadre IAS officer, will oversee the planning, coordination and execution of the four-day international film festival.
Ms Singhal is currently serving as Director, Information, Jammu and Kashmir, and has been entrusted with the additional responsibility of coordinating the festival at a time when the UT administration is preparing to host its first international film festival.
Festival to Be Held Across Srinagar, Jammu and Gulmarg
The main events of IFFJK 2026 will be held at the Sher-i-Kashmir International Convention Centre (SKICC) in Srinagar.
The festival will also feature parallel events in Jammu and Gulmarg, giving the event a wider geographical footprint across the Union Territory.

As Festival Director, Singhal will be responsible for coordinating the arrangements required for the successful conduct of the festival.
The government order directs her to coordinate with the Divisional Commissioners of Kashmir and Jammu, nodal officers and various government departments involved in organising the event.
Departments Asked to Extend Full Cooperation
The J&K Government has also directed all concerned departments and administrative agencies to provide full cooperation and take prompt action on matters related to the festival that fall within their respective jurisdictions.
The coordination will involve multiple departments and agencies given the scale of the four-day event and its activities across Srinagar, Jammu and Gulmarg.
Singhal’s role will therefore involve bringing together the different administrative stakeholders and ensuring that preparations and arrangements are executed in a coordinated manner.
Who Is IAS Shreya Singhal?
Ms Singhal is a 2020-batch IAS officer of the AGMUT cadre. She secured All India Rank 176 in the UPSC Civil Services Examination 2020, clearing the examination on her third attempt.
Born on April 25, 1996, Ms Singhal is from Sarsawa in Saharanpur district of Uttar Pradesh.
She completed her B.Tech in Chemical Engineering from Malaviya National Institute of Technology (MNIT), Jaipur, before joining the civil services.
Her administrative career has included assignments across different departments and regions, including Delhi, Assam and Jammu & Kashmir.
Current Roles in Jammu & Kashmir
Ms Singhal has held several important responsibilities in the J&K administration.
She was appointed Managing Director of the Jammu and Kashmir Tourism Development Corporation (JKTDC)in 2025 and has been involved in tourism-related administrative initiatives in the Union Territory.
She has also served as Chief Executive Officer of the J&K Economic Reconstruction Agency (J&KERA), which handles infrastructure and externally aided development projects in the UT.
In addition, she assumed charge as Director, Information, Jammu & Kashmir, in April 2026.
Her responsibilities in the information department include overseeing the government’s public communication and information dissemination machinery.
The latest appointment as Festival Director adds another high-profile responsibility to her current administrative portfolio.
From Tourism and Information to Film Festival Coordination
IAS Singhal’s current assignments in tourism and information are particularly relevant to the organisation of an international film festival.
Her role as Managing Director of JKTDC places her within the tourism ecosystem of Jammu & Kashmir, while her responsibility as Director, Information involves government communication and coordination with media.
The IFFJK assignment will require coordination across these areas as the administration seeks to showcase Jammu & Kashmir as a destination for film, tourism and cultural engagement.
Earlier Administrative Assignments
Before her current responsibilities in Jammu & Kashmir, Singhal held administrative assignments in Assam and Delhi.
She served as Sub-Divisional Officer (SDO) in Golaghat, Assam, and also worked as an Additional Director in the Directorate of Education, Delhi.
These assignments gave her experience in district administration as well as departmental and institutional management.
First International Film Festival of Jammu & Kashmir
The appointment comes ahead of the first edition of the International Film Festival of Jammu and Kashmir, which is scheduled to bring together film-related activities across the Union Territory.
With the main programme planned at SKICC in Srinagar and parallel events in Jammu and Gulmarg, the festival is expected to involve extensive coordination between civil administration, cultural bodies, tourism authorities, security agencies and other stakeholders.
As Festival Director, Shreya Singhal will serve as the key administrative coordinator for the event, working with officers and departments to ensure that the festival preparations and programme are carried out smoothly.
