New Delhi: Indian Police Service (IPS) officer Parhlad Narayan Meena (IPS:2012:UK) has been appointed as Deputy Director (Intelligence & Coordination) in the Wildlife Crime Control Bureau (WCCB) under the Ministry of Environment, Forest and Climate Change (MoEFCC).
According to an order issued by the Ministry of Home Affairs (MHA) on August 20, 2026, the competent authority has approved Meena’s appointment to the post on deputation under the Non-Central Staffing Scheme of the Ministry of Environment, Forest and Climate Change.
His appointment comes at a time when strengthening intelligence gathering and inter-agency coordination is increasingly important in tackling wildlife crime, illegal wildlife trafficking and organised networks involved in the smuggling of protected species and their derivatives.
Five-Year Deputation at Wildlife Crime Control Bureau
Meena’s tenure as Deputy Director (Intelligence & Coordination), WCCB will be for a period of five years from the date he assumes charge, or until further orders, whichever is earlier.
The Uttarakhand government has been requested to relieve Meena immediately so that he can take up his new central assignment.

The appointment will bring his policing experience to an organisation tasked with coordinating efforts against wildlife-related offences across the country.
What Is the Wildlife Crime Control Bureau?
The Wildlife Crime Control Bureau (WCCB) is a statutory multi-disciplinary body under the Ministry of Environment, Forest and Climate Change.
It plays a key role in combating organised wildlife crime by facilitating coordination between various enforcement agencies and State/UT authorities. Its work includes intelligence collection and sharing, coordination of investigations and operations, and assistance in tackling illegal wildlife trade.
The Intelligence & Coordination portfolio is particularly significant as it involves strengthening information-sharing and coordination among agencies dealing with wildlife crime.
Who Is Parhlad Narayan Meena?
Parhlad Narayan Meena is a 2012-batch IPS officer of the Uttarakhand cadre. As a member of the Indian Police Service, he has served in the state policing system before being selected for the central deputation assignment.
His move to the WCCB represents a transition from the state police establishment to a specialised central organisation dealing with wildlife crime and enforcement.
The five-year deputation will give him an opportunity to work in a specialised domain involving intelligence, investigation support and coordination among multiple enforcement agencies.
Appointment Comes Under Non-Central Staffing Scheme
The MHA order specifies that Meena’s appointment has been made under the Non-Central Staffing Scheme of the Ministry of Environment, Forest and Climate Change.
Unlike appointments made through the regular Central Staffing Scheme, such assignments are made to specialised posts under individual ministries and departments.
The Uttarakhand government has accordingly been asked to relieve the officer so that he can join the WCCB without delay.
Another Central Assignment: Sreenivasa Rao Gangi Reddy
In a separate development contained in the same communication, Sreenivasa Rao Gangi Reddy, IRPS (2004), who is presently assigned to the Union Territory of Lakshadweep, has been appointed as the State Prabhari Officer for Chhattisgarh under the TB Mukt Bharat Abhiyaan.
Gangi Reddy has been appointed in place of Prachi Pandey, Joint Secretary, Department of School Education & Literacy, superseding the earlier order issued in this regard.
The appointment is part of the government’s administrative arrangement for the TB Mukt Bharat Abhiyaan, which seeks to strengthen coordination and implementation of tuberculosis elimination efforts.
The Prabhari Officers have been advised to contact Dr Shobini Rajan, Deputy Director General (TB), Department of Health and Family Welfare, for any clarification relating to their responsibilities.
