Telangana DGP C.V. Anand Calls for Future-Ready Policing as Cybercrime, Drugs and AI Reshape Threats

Telangana DGP C.V. Anand says policing must adapt to cybercrime, narcotics, organised networks and technology-driven offences while retaining traditional investigative skills.

Hyderabad: Telangana DGP C.V. Anand, a 1991-batch IPS officer of the Telangana cadre, has outlined a policing strategy focused on emerging threats including cybercrime, narcotics, organised crime and technology-driven offences. His batch and cadre are reflected in official IPS records.

Anand said traditional offences such as theft, burglary and property crimes continue, while newer forms of crime have added to the challenges before the police.

Crime Landscape Expanding Beyond Traditional Offences

He identified the following as major areas requiring greater policing attention:

  • Cybercrime
  • Narcotics
  • Organised criminal networks
  • Food adulteration
  • Technology-driven offences

Social Media and AI to Become Part of Policing

Anand said the widespread use of social media has changed the policing environment, with incidents capable of spreading rapidly across locations.

He said police units are required to monitor social media for malicious and false campaigns and use predictive analysis and artificial intelligence to anticipate emerging situations.

The DGP said social media monitoring has been made a compulsory part of policing, with Commissioners and Superintendents of Police asked to maintain dedicated teams for the task.

Technology to Support, Not Replace, Investigation

The Telangana Police is also using digital tools in criminal investigations, including:

  • Call Detail Records (CDR)
  • Internet Protocol Detail Records (IPDR)
  • CCTV footage
  • Technical analysis

Anand, however, stressed that police personnel should retain traditional investigative skills and not become entirely dependent on technology.

He said basic policing practices such as police station visits, CCTNS use and day and night patrolling continue to be important.

T-SPARK for AI-Based Smart Policing

Anand highlighted T-SPARK — Telangana Smart Policing using AI Research and Knowledge — as an initiative aimed at applying artificial intelligence to policing.

The system is being developed to automate processes and make information available to police officers more quickly.

AI-based applications are also being explored for the Dial 112 emergency response system, including call transcription and translation. Recent reporting has also noted AI-enabled features for emergency-call handling and real-time police response in Telangana.

Police Force to Be Reoriented After Maoism

Anand said Telangana’s policing requirements have changed following the decline of Left-Wing Extremism in the state.

Specialised units such as Greyhounds, the Special Intelligence Branch (SIB) and OCTOPUS were developed during the period when counter-insurgency was a major policing requirement.

The department is now identifying personnel with specialised qualifications in areas such as:

  • Chemistry
  • Pharmacy
  • Biology
  • Computer engineering

These personnel are being deployed in areas where their expertise can be used.

Manpower Audit Planned Across Police Units

The DGP said the Telangana Police has a sanctioned strength of around 93,000 personnel and that the department is examining how existing manpower is distributed.

The proposed manpower audit will examine requirements across units, including police stations, constabulary and Home Guards, with the objective of reallocating existing sanctioned strength.

Drugs, Food Adulteration Among Major Concerns

Anand identified drug abuse, food adulteration and cybercrime as major concerns for Telangana.

He said drug-related crime and addiction were among the issues requiring early intervention, while food adulteration was another concern affecting people across the state. He also noted that public awareness has helped people identify some cyber scams, including digital-arrest frauds.

Future City Expansion to Bring New Policing Requirements

The DGP said Hyderabad’s expansion towards the south and southeast, including the development of Future City, would require corresponding changes in policing arrangements.

He said the newly created commissionerate would enable the police department to plan for the requirements associated with the region’s expansion.

C.V. Anand is a 1991-batch IPS officer of the Telangana cadre and currently serves as the Director General of Police (DGP), Telangana. He took charge as the state’s DGP on May 1, 2026.

During his career, Anand has served in several key policing positions, including Commissioner of Police, Hyderabad, Commissioner of Police, Vijayawada, and senior positions in the Crime Investigation Department (CID) and Anti-Corruption Bureau (ACB). He has also served as Commissioner of Cyberabad.

He has been associated with technology-led policing and police modernisation, including the use of digital systems and data-driven approaches in policing. He has also served in areas affected by Left-Wing Extremism earlier in his career.
