Jammu: Fourteen serving officers of the Jammu and Kashmir Administrative Service (JKAS) have formally been cleared for induction into the Indian Administrative Service (IAS), marking a significant step in the long-pending process of inducting UT administrative officers into the All India Service.
The Union Ministry of Home Affairs (MHA) and Department of Personnel and Training (DoPT) have communicated the development to the Jammu and Kashmir General Administration Department (GAD) and sought the consent of the 14 officers before issuing the formal notification of their induction.
The move follows a meeting of the Union Public Service Commission (UPSC) held in New Delhi on April 23 and 24, 2026, during which the Commission cleared the induction proposal for the 14 serving JKAS officers.
The officers will be inducted into the IAS under the AGMUT cadre, which now includes Jammu and Kashmir following its transition to a Union Territory.
MHA, DoPT Seek Consent of 14 Officers
Although the UPSC has cleared the officers for induction, the process is not yet complete.
The GAD has received communication from the MHA and DoPT asking it to obtain consent letters from the 14 officers.
The consent is required because an officer cleared for induction into the IAS may choose not to accept the induction. Once the consent letters are received, the GAD will forward them to the MHA and DoPT.

The two central ministries will then issue the formal notification of induction, followed by allotment of the year of induction to each officer based on the applicable vacancies.
According to official sources, the majority of the officers have been cleared against 2019 vacancies, while the remaining officers have been cleared against 2020 vacancies.
Full List of 14 JKAS Officers Cleared for IAS
The 14 serving JKAS officers cleared for induction, subject to their consent, are:

- Shabnam Kamili
- Rachna Sharma
- Leena Padha
- Rajinder Singh Tara
- Tariq Hussain Ganai
- Munir Ul Islam
- Sajjad Hussain Ganai
- Anoo Malhotra
- Nitu Gupta
- Prediman Krishen Bhat
- Bhawani Rakwal
- Smita Sethi
- Anuradha Gupta
Once the formal induction orders are issued, these officers will join the IAS as officers of the AGMUT cadre.
23 Vacancies Identified, 9 to Be Carried Forward
The UPSC process had considered a total of 23 vacancies for induction of JKAS officers into the IAS.
However, only 14 serving officers have been cleared at this stage.
The remaining nine vacancies relate to JKAS officers who have already retired. These vacancies will therefore be carried forward to the next year.
According to officials, JKAS officers will then be considered for induction against these carried-forward vacancies along with any additional vacancies that become available or fall due during the next cycle.
What Happens After the Consent Letters?
The next stage of the process will begin once the 14 officers communicate their decision to the J&K administration.
The procedure will broadly involve –
- Consent letters from the 14 officers will be obtained by the J&K GAD.
- The GAD will forward the consent details to the MHA and DoPT.
- The central government will issue the formal notification of induction into IAS.
- The officers will subsequently receive their year of allotment based on the vacancies and applicable rules.
- The inducted officers will become members of the AGMUT cadre.
Thus, while the UPSC clearance represents a major milestone, the formal induction notification is still awaited.
Officers to Join AGMUT Cadre
The 14 officers, after their induction, will become part of the AGMUT (Arunachal Pradesh-Goa-Mizoram-Union Territories) cadre.
The cadre covers several States and Union Territories, including Arunachal Pradesh, Goa, Mizoram, Delhi, Jammu & Kashmir, Ladakh, Andaman and Nicobar Islands, Chandigarh, Dadra and Nagar Haveli and Daman and Diu, and Lakshadweep.
With Jammu and Kashmir being part of the AGMUT framework, JKAS officers inducted into the IAS will accordingly join this common All India Service cadre.
UPSC Cleared Proposal in April
The UPSC considered the J&K government’s proposal during its two-day meeting in New Delhi on April 23 and 24, 2026.
Senior officials from the Jammu and Kashmir administration and the MHA participated in the process, which examined the induction of eligible JKAS officers against vacancies identified for 2019 and 2020.
The latest development follows years of delay in the induction process.
Nearly Four Years Since Last JKAS-to-IAS Induction
The latest induction process is particularly significant because nearly four years have passed since the last batch of JKAS officers was inducted into the IAS.
The previous induction took place on August 4, 2022, when 16 JKAS officers were inducted into the IAS.
Before that induction, a total of 28 JKAS officers had initially been cleared on July 8, 2022.
However, the final number was reduced after several officers became ineligible or otherwise did not join the IAS. Eight officers had retired, two declined induction and one officer had died, while the case of another officer was kept in a sealed cover.
As a result, only 16 officers eventually made it into the IAS in August 2022.
Why JKAS-to-IAS Induction Was Delayed
The induction of JKAS officers into the IAS has historically faced several hurdles, including seniority disputes and legal challenges.
The process had remained stalled for almost 12 years between 2010 and 2022, with eligible officers unable to receive regular induction despite vacancies being identified.
The 2022 induction eventually ended the prolonged gap, but the process again remained pending after that.
The latest UPSC clearance of 14 serving officers therefore marks an important revival of the JKAS-to-IAS induction process.
A Significant Career Milestone for the Officers
For the 14 serving JKAS officers, induction into the IAS represents a major career milestone, bringing them into the country’s premier administrative service.
However, the officers must first provide their consent and await the formal notification from the Centre.
The subsequent allotment of induction years will also determine their position within the IAS seniority structure in accordance with the applicable rules.
With nine vacancies being carried forward, the latest exercise could also pave the way for another round of JKAS-to-IAS inductions in the next cycle.
