Chandigarh: The Punjab government has transferred and posted 10 IAS officers of the 2024 batch following the completion of their Phase-II training. The officers have been assigned to various districts as Officers on Special Duty (OSD), Urban Affairs, where they will work alongside the respective Deputy Commissioners.
According to orders issued by Punjab Chief Secretary K.A.P. Sinha, the postings have been made in view of administrative requirements and will take effect with immediate effect.
The officers, who have now returned after completing their Phase-II training, will assist the district administrations in matters related to urban development, implementation of development schemes and coordination with various departments and local bodies.
The move brings a group of young IAS officers into district-level administrative work at a time when urban infrastructure, service delivery and implementation of development projects remain key priorities for the state.
Which IAS Officer Has Been Posted Where?
The 10 officers have been distributed across Pathankot, Amritsar, Moga, Jalandhar, SAS Nagar, Ludhiana, Hoshiarpur and Patiala.
Gurleen, IAS (2024), has been posted as OSD (Urban Affairs) to the Deputy Commissioner, Pathankot.
Abhimanyu Malik, IAS (2024) and Shivansh Rathee, IAS (2024) have both been posted as OSD (Urban Affairs) to the Deputy Commissioner, Amritsar.
Harshita Sharma, IAS (2024) has been posted as OSD (Urban Affairs) to the Deputy Commissioner, Moga, while Shivansh Asthana, IAS (2024) has been assigned to Jalandhar in the same capacity.
Lindhiya L An, IAS (2024) has been posted as OSD (Urban Affairs) to the Deputy Commissioner, SAS Nagar.
Two officers – Pragati Rani, IAS (2024) and Piyusha Burdak, IAS (2024)—have been posted as OSD (Urban Affairs) to the Deputy Commissioner, Ludhiana.

Officers to Work Alongside Deputy Commissioners
The newly posted officers will function as OSD (Urban Affairs) to the respective Deputy Commissioners.
Their deployment is intended to strengthen administrative coordination at the district level and provide dedicated support for urban development-related work.
Working under the guidance of the respective DCs, the officers are expected to coordinate with government departments, urban local bodies and other agencies involved in development projects.
Their responsibilities may include monitoring the implementation of urban development schemes, reviewing the progress of infrastructure and civic projects, coordinating between departments and local bodies, and identifying issues affecting the execution of development programmes.
The arrangement will also give the 2024-batch officers an opportunity to gain further hands-on experience in district administration after completing their formal training.

The deployment of the 2024-batch officers comes after their completion of Phase-II professional training and provides them with an opportunity to take up more direct administrative responsibilities at the district level.
By placing them specifically in the Urban Affairs domain, the Punjab government appears to be strengthening the district-level administrative machinery dealing with urban development and civic infrastructure.
The officers will be able to work closely with Deputy Commissioners while coordinating with municipal bodies and other agencies responsible for implementing urban projects.

Focus on Urban Governance and Service Delivery
Urban areas require coordination across multiple departments, including local government, infrastructure, public works, planning and other civic services. The appointment of dedicated IAS officers is expected to provide district administrations with additional administrative capacity to monitor these activities.
The officers will also be able to track development works and flag delays or implementation-related issues to the district administration.
The Punjab government’s latest move is thus aimed at combining the fresh administrative experience of young IAS officers with the district-level leadership of Deputy Commissioners.
With all 10 officers taking charge with immediate effect, the new arrangement is expected to strengthen monitoring of urban development initiatives and contribute to more effective implementation of government schemes across the districts.
