Hyderabad: The Telangana Police Department is undertaking a major manpower rationalisation exercise to align its resources with changing crime patterns and emerging public safety challenges.

Telangana Director General of Police (DGP) C.V. Anand, an IPS officer of 1991 batch, said on Wednesday that 513 personnel from specialised police units are being redeployed to eight departments based on operational requirements.

The restructuring is aimed at making better use of the available police manpower in areas that have a direct impact on public safety and the daily lives of citizens.

Personnel from specialised units, including the Greyhounds, OCTOPUS and Special Intelligence Branch (SIB), are being moved to departments where additional manpower is currently required.

The exercise comes against the backdrop of a changing policing environment, with police forces increasingly required to address not only conventional crime but also drug trafficking, cybercrime, online betting, investment fraud, traffic management, road safety and food adulteration.

224 Personnel Allocated to Traffic and Road Safety

The Traffic Management and Road Safety wing has received the largest allocation under the restructuring exercise.

As many as 224 personnel are being redeployed to the wing, reflecting the priority being given to traffic enforcement and road safety across Telangana.

DGP Anand said around 8,000 people were killed in road accidents in Telangana last year, highlighting the scale of the road safety challenge facing the State.

The deployment of additional personnel is intended not only to strengthen enforcement but also to support accident-prevention measures.

A state-wide road safety initiative is also being planned as part of the broader effort to improve road safety and reduce fatalities.

The DGP said the objective was to ensure that police manpower is deployed where it can have the greatest impact on the safety and well-being of people.

Drug Control, Vigilance Also Get Major Reinforcement

After Traffic Management and Road Safety, the Food Adulteration and Drug Control department has received the second-largest allocation, with 80 personnel being redeployed.

Another 79 personnel will be posted to Vigilance and Enforcement, strengthening the police presence in these areas.

The remaining personnel are being distributed among several other departments:

  • Civil Supplies: 28 personnel
  • DGP Office–T-SPARK: 27 personnel
  • Anti-Corruption Bureau (ACB): 25 personnel
  • Crime Investigation Department (CID): 25 personnel
  • Cyber Security Bureau: 25 personnel

Together, these allocations account for the redeployment of all 513 personnel covered under the restructuring exercise.

Changing Nature of Policing Drives Restructuring

DGP C.V. Anand said the nature of policing has changed considerably over the decades.

While traditional policing responsibilities continue, police forces are increasingly required to deal with emerging forms of crime and public safety concerns.

These include drug trafficking, cybercrime, online betting, investment fraud, traffic management, road safety and food adulteration, among other challenges.

The manpower restructuring has therefore been designed to ensure that personnel are available in areas where the operational requirement is greater.

Senior officers from OCTOPUS, CID, Special Intelligence Branch (SIB), Intelligence and other specialised unitsparticipated in the meeting during which the restructuring exercise was discussed.

Personnel Given Two-Month Attachments Before Final Allocation

As part of the process, the personnel being redeployed were initially attached to various departments for a period of two months before their final allocation.

This arrangement was intended to familiarise the personnel with the nature of work and operational requirements of their prospective departments before their permanent deployment.

An 11-day training programme was also conducted at the police academy to prepare the personnel for their new responsibilities.

The training was aimed at familiarising them with the functions, responsibilities and working requirements of the departments to which they were being shifted.

Focus on Better Utilisation of Existing Police Strength

The exercise is focused on rationalising and optimising existing manpower, rather than simply increasing the overall strength of the police force.

DGP Anand said the objective was to make the best possible use of available police personnel in areas that directly affect the lives and safety of citizens.

The redeployment of personnel from specialised units to areas such as traffic management, drug control, vigilance, cyber security and other departments is intended to ensure that police resources are aligned with contemporary operational requirements.

The move also reflects the increasing need for specialised responses to new forms of crime and public safety threats.

Road Safety Gets Highest Priority

Road safety has emerged as the highest priority in the latest manpower restructuring, with nearly half of the redeployed personnel — 224 out of 513 — being assigned to Traffic Management and Road Safety.

The move comes in the wake of the high number of fatalities caused by road accidents in the State.

The additional personnel are expected to strengthen traffic enforcement, improve road safety measures and support efforts aimed at preventing accidents.

The planned state-wide road safety initiative is expected to complement the manpower deployment and provide a broader framework for addressing road accident fatalities.

The restructuring underlines the Telangana Police Department’s attempt to adapt its manpower deployment to the changing nature of policing, while directing additional resources towards areas that have a direct bearing on public safety, crime prevention and citizen welfare.
