Bhopal: Timely financial assistance under the Venture Capital Fund for Scheduled Castes (VCF-SC) has helped a Bhopal-based entrepreneur transform a dairy business into a growing enterprise with an annual turnover of around ₹7 crore, highlighting the role of targeted government support in promoting entrepreneurship and rural livelihoods.
CR Infrabuild Private Limited, promoted by Mr. Govind Kahare, a Scheduled Caste entrepreneur, established a dairy and milk processing unit to enhance value addition in dairy products, expand market access, increase revenue and create sustainable employment opportunities.
VCF-SC Assistance Strengthened Business Growth
Recognising the project’s growth potential, the Ministry of Social Justice and Empowerment, through the Venture Capital Fund for Scheduled Castes (VCF-SC), extended financial assistance of ₹1.26 crore in 2021. The support was provided in the form of equity and optionally convertible debentures.
According to the Ministry, the financial assistance enabled the company to strengthen its production capacity, expand operations and enhance its market presence across the region.
Enterprise Expands Beyond Madhya Pradesh
Following the financial support, the company expanded and established a stronger market network. Today, CR Infrabuild Private Limited supplies dairy products across Madhya Pradesh and has also expanded its market to several parts of Uttar Pradesh.
According to the Ministry, the enterprise has:
- Achieved an annual turnover of approximately ₹7 crore.
- Expanded its market across Madhya Pradesh and into parts of Uttar Pradesh.
- Contributed to employment generation while strengthening the rural dairy value chain.
Employment and Assets Register Significant Growth
The Ministry highlighted that the enterprise has recorded notable growth since receiving financial assistance.
Key achievements include:
- Employment increased from 10 to 30.
- The workforce includes 10 Scheduled Caste/Backward Class employees and 20 non-SC/BC employees.
- The company’s asset base increased from ₹1 crore before financial assistance to around ₹2.56 crore.
The Ministry said these outcomes reflect sustained business growth and enhanced operational capacity.

Reflecting on the journey, Mr. Govind Kahare said:

The financial assistance enabled us to expand our business across Madhya Pradesh and into Uttar Pradesh, increase employment opportunities and achieve significant business growth. More importantly, it has enhanced the confidence and image of Scheduled Caste entrepreneurs and inspired the younger generation to pursue entrepreneurship.”

The Ministry of Social Justice and Empowerment said the success of CR Infrabuild Private Limited demonstrates how targeted financial support under the Venture Capital Fund for Scheduled Castes is enabling Scheduled Caste entrepreneurs to establish competitive enterprises, create employment opportunities and contribute to inclusive economic growth.
The Ministry added that by promoting entrepreneurship in sectors such as dairy and food processing, the initiative is helping strengthen rural livelihoods while encouraging self-reliance and inclusive development.
