Major Bureaucratic Reshuffle Likely Soon? Centre Puts Key Secretary-Level Transfers on Hold

The Centre has asked three recently shifted Union Secretaries not to assume their new assignments, signalling that the July 23 reshuffle may have been only the first phase of a much larger top-level bureaucratic overhaul.

New Delhi: Barely two weeks after the Appointments Committee of the Cabinet (ACC) carried out a significant reshuffle of Union Secretaries, fresh developments indicate that the exercise may have been only the beginning of a much larger bureaucratic overhaul. According to authoritative sources, the Centre has directed at least three senior officers, who were recently shifted to new assignments, not to assume charge and instead continue in their present positions until further orders.

The unexpected move has fuelled speculation that the July 23 reshuffle was merely a precursor to a broader round of secretary-level appointments that is expected in the coming days.

Three Key Secretary-Level Movements Put on Hold

Sources said the government has ordered status quo in respect of three senior IAS officers whose transfers were announced in the July 23 ACC order.

Vineet Joshi (IAS:1992:MN), Secretary, Department of Higher Education, who had been laterally shifted as Secretary, Ministry of Panchayati Raj, has been instructed to continue in his existing assignment.

Similarly, Naresh Pal Gangwar (IAS:1994:RJ), Secretary, Department of Animal Husbandry & Dairying, who was slated to replace Joshi as Higher Education Secretary, has also been asked not to assume his new charge.

The third officer affected is Sushil Kumar Lohani (IAS:1995:OR), who had been appointed as Officer on Special Duty (OSD) in the Department of Animal Husbandry & Dairying in preparation for succeeding Gangwar. He too has been directed to wait until further orders.

Interim Arrangement in Panchayati Raj Ministry

With the transition kept in abeyance, the government has made an interim administrative arrangement.

Rohit Kansal (IAS:1995:UT), Secretary, Department of Rural Development, has been entrusted with the additional charge of Secretary, Ministry of Panchayati Raj following the superannuation of Vivek Bharadwaj (IAS:1990:WB).

The arrangement ensures continuity in the functioning of the ministry until a final decision is taken on the pending secretary-level appointments.

July 23 Order Seen as First Phase

The July 23 ACC order had attracted attention for two major structural changes in the Union Government.

One involved the realignment of senior leadership within the Ministry of Education, while the other was the restructuring of the Ministry of Housing and Urban Affairs (MoHUA) following the creation of the Department of Capital Development, which resulted in a separate secretary-level appointment and a lateral shift.

However, many senior bureaucratic observers viewed the exercise as incomplete, believing that several important decisions had been deliberately deferred.

Top Appointments Still Awaited

Among the most notable omissions from the July 23 reshuffle were decisions regarding two of the most significant positions in the Government of India:

  • Union Home Secretary Govind Mohan (IAS:1989:SK), whose tenure is due to conclude at the end of this month.
  • Cabinet Secretary Dr T. V. Somanathan (IAS:1987:TN), whose current tenure also matures later this month.

The absence of any announcement regarding these crucial appointments has reinforced speculation that the government is preparing for a comprehensive reshuffle at the highest levels of the bureaucracy.

Bigger Bureaucratic Overhaul Expected

According to top sources, the decision to keep recently announced secretary-level transfers in abeyance indicates that the Centre is synchronising a larger set of appointments rather than implementing piecemeal changes.

With several senior officers nearing retirement and some of the government’s most important administrative positions awaiting decisions, the next round of appointments is expected to reshape the Union bureaucracy in a significant way. The coming weeks are likely to witness one of the most closely watched secretary-level reshuffles in recent years.
