Bringing with him more than thirty years of expertise in defence finance, governance, and public policy, Mr. Vishvajit Sahay, a 1990-batch officer of the Indian Defence Accounts Service (IDAS), officially assumed charge as the Controller General of Defence Accounts (CGDA) on November 1, 2025. His appointment marks a significant milestone in India’s defence financial administration, reinforcing transparency, accountability, and efficiency in defence expenditure management.
Strong Academic Roots and Early Journey
An alumnus of the prestigious St. Stephen’s College, University of Delhi, Mr. Sahay’s academic foundation in economics and policy has been instrumental in shaping his administrative approach. Joining the Indian Defence Accounts Service in 1990, he began his journey in one of India’s most specialized financial management cadres, dedicated to ensuring fiscal prudence across defence establishments.
Career Path Spanning Defence, Industry, and Science Administration
Over an illustrious career, Mr. Sahay has held a diverse range of leadership positions in key departments of the Government of India. Within the Ministry of Defence, he served as Finance Manager in the Acquisition Wing, overseeing critical procurement and financial decisions for land systems and other defence assets.
He has also held senior roles such as Principal Controller of Defence Accounts (Pensions) in Prayagraj, Joint Controller General of Defence Accounts, and Special CGDA — each contributing to modernization and system reforms in defence finance.
Beyond defence, Mr. Sahay served as Joint Secretary in the Department of Heavy Industry (DHI), Ministry of Heavy Industries & Public Enterprises, where he handled sectors such as heavy engineering and machine tools — vital components of India’s industrial ecosystem.
As Additional Secretary and Financial Adviser (AS&FA) in the Department of Science & Technology (DST), he also oversaw the financial and administrative coordination of the Department of Biotechnology (DBT) and the Ministry of Earth Sciences, enabling strategic support for India’s R&D and innovation ecosystem.

Mr. Sahay has represented India at premier international institutions, including the University of Cambridge in the United Kingdom and the George C. Marshall European Centre for Security Studies in Germany.
