Noida: In a significant bureaucratic reshuffle by the Uttar Pradesh government, IAS Medha Roopam has been appointed as the new District Magistrate (DM) of Noida, replacing Manish Kumar Verma, who has been transferred to Prayagraj. Medha Roopam is widely regarded as one of the most promising and trusted officers in the state administration under CM Yogi Adityanath.
A Sharp Administrator With Strong Roots in Noida
Although born in Agra on October 21, Medha Roopam has deep ties to Noida and Greater Noida, having earlier served as Additional CEO of Greater Noida Authority, where she handled key components of two of CM Yogi’s dream projects — Jewar International Airport and the International Film City. Her familiarity with the region and her proven track record are expected to give a push to these critical infrastructure developments.

Sportsperson-Turned-Civil Servant
Before joining the Indian Administrative Service, Medha was a national-level shooter. She began her sports journey in Kerala, where she completed her early education while her father was posted there. A three-time gold medalist in the Kerala State Shooting Championship, she even set a state record in the 10-meter air rifle event. Eventually, inspired by her father — Gyanesh Kumar Gupta, now Chief Election Commissioner of India — she gave up her sports career to pursue civil services.
IAS Journey and Notable Postings
A 2014-batch IAS officer, Medha Roopam began her administrative career as Assistant Magistrate in Bareilly, followed by postings as:
- Joint Magistrate in Meerut and Unnao
- Chief Development Officer, Barabanki
- District Magistrate of Hapur and Kasganj
- Special Secretary, Women Welfare Department
- Joint Director, UPAAM (Uttar Pradesh Academy of Administration & Management)
Notably, during her Meerut posting, she won a gold medal in a shooting competition, once again displaying her multidimensional capabilities.
Personal Life
Medha met Manish Bansal, a fellow 2014 batch IAS officer, during their training at the LBSNAA (Lal Bahadur Shastri National Academy of Administration) in Mussoorie. The two later married and now have two children. Manish Bansal, originally from Punjab, is also part of the Uttar Pradesh cadre.
Educational qualifications
An economics graduate from St. Stephen’s College, Delhi University, she has excelled both academically and in sports. A national-level rifle shooter, she claimed three gold medals at the Kerala State Shooting Championship before successfully clearing the UPSC Civil Services Examination in 2014. Though she completed her schooling in Kerala, her family hails from Agra, Uttar Pradesh.
