Who Is Ram Bahadur Pasi? Former IAS Officer Close to Mayawati Joins Akhilesh Yadav’s Samajwadi Party

Former Uttar Pradesh IAS officer Ram Bahadur Pasi, once considered close to Mayawati, has joined the Samajwadi Party after previously contesting elections on a BSP ticket and joining the BJP in 2022. His induction comes as Akhilesh Yadav strengthens the party’s PDA outreach ahead of the 2027 Uttar Pradesh Assembly elections.

Lucknow: Former Uttar Pradesh-cadre IAS officer Ram Bahadur Pasi, who was once considered a close aide of Bahujan Samaj Party (BSP) chief Mayawati, joined the Samajwadi Party (SP) on October 26, 2026, in the presence of party president Akhilesh Yadav and senior leader Shivpal Singh Yadav.

His entry comes as the Samajwadi Party expands its political outreach ahead of the 2027 Uttar Pradesh Assembly elections, with a focus on strengthening its PDA strategy, which stands for Pichhde, Dalit, Alpsankhyak (backward classes, Dalits and minorities).

Pasi’s political journey has included service in the Uttar Pradesh administration, a BSP ticket in the 2017 Assembly elections, the formation of his own political outfit and a move to the Bharatiya Janata Party (BJP) in 2022. His latest decision brings him into the SP fold after years of shifting political affiliations.

Who Is Ram Bahadur Pasi?

Ram Bahadur Pasi is a retired IAS officer of the Uttar Pradesh cadre who began his administrative career as a Provincial Civil Service (PCS) officer in the 1977 batch. He was promoted to the IAS in 2010 and retired from service in December 2015.

During his administrative career, he held several important positions, including District Magistrate of Gonda and Vice-Chairman of the Lucknow Development Authority (LDA) and Ghaziabad Development Authority (GDA).

He served in senior administrative roles during Mayawati’s tenure as Chief Minister and was regarded as one of the bureaucrats close to the BSP leadership.

Pasi was also associated with the Backward and Minority Communities Employees Federation (BAMCEF), an organisation linked to the wider social and political movement that contributed to the emergence of the BSP.

His administrative experience and subsequent involvement in electoral politics have kept him connected with Uttar Pradesh’s political landscape, particularly around the Mohanlalganj constituency.

Ram Bahadur Pasi’s Administrative Career

Pasi entered government service through the Uttar Pradesh Provincial Civil Service in 1977. After serving in the state administration for several decades, he was promoted to the IAS in 2010.

Among his prominent assignments was his tenure as Vice-Chairman of the Lucknow Development Authority. He also served as Vice-Chairman of the Ghaziabad Development Authority and as District Magistrate of Gonda.

During his tenure at the LDA, Pasi was associated with an enforcement drive against structures that the authority described as encroaching on land earmarked for a zonal road in Lucknow’s master plan. In June 2008, the authority demolished part of Sahara Shaher, an action that attracted considerable attention and controversy.

His time in the administration coincided with the BSP government’s emphasis on urban development and enforcement of land-use regulations.

Pasi retired in December 2015, bringing his career in government service to an end before entering electoral politics.

From Mayawati’s Bureaucracy to the BSP

After retirement, Pasi entered politics through the Bahujan Samaj Party. His association with the BSP was consistent with his links to the wider Bahujan movement and BAMCEF.

In the 2017 Uttar Pradesh Assembly elections, he contested the Mohanlalganj reserved constituency on a BSP ticket. The contest proved extremely close, with Pasi losing to the Samajwadi Party candidate by a reported margin of just 530 votes.

The narrow defeat kept him in the political conversation in the constituency, where the Pasi community has a significant presence.

Following the election, he moved away from the BSP and established the Nagrik Ekta Party, seeking to pursue his political ambitions through an independent platform.

Why Did Ram Bahadur Pasi Join the BJP in 2022?

In January 2022, ahead of the Uttar Pradesh Assembly elections, Pasi joined the Bharatiya Janata Party.

His move marked a shift from the BSP, the party on whose ticket he had contested the Mohanlalganj seat in 2017. However, his political activity after joining the BJP remained relatively limited.

His decision to join the BJP was also part of a broader pattern in Uttar Pradesh politics, where former bureaucrats and leaders associated with one political formation have moved between parties in search of a new political role.

Five years after contesting the Assembly election as a BSP candidate, Pasi has now joined the Samajwadi Party, adding another chapter to his political journey.

What Did Ram Bahadur Pasi Say After Joining the Samajwadi Party?

After being inducted into the SP, Pasi thanked Akhilesh Yadav for giving him the opportunity to join the party. He referred to his retirement in 2015, when Akhilesh Yadav was serving as Uttar Pradesh Chief Minister.

“I feel fortunate that the national president inducted me into the Samajwadi Party, and I thank him. I was in service until 2015. Akhilesh Yadav was the Chief Minister when I retired,” Pasi said.

He also expressed confidence in the party’s prospects in the next Assembly election, saying that the SP would form the government in 2027 and that Akhilesh Yadav would return as Chief Minister.

His remarks suggest that his new political innings will be centred on working with the SP leadership as the party prepares for the next state election.

How Ram Bahadur Pasi’s Entry Fits into Akhilesh Yadav’s PDA Strategy

Pasi’s induction is being viewed in the context of the Samajwadi Party’s efforts to widen its support among Dalit communities and other social groups ahead of the 2027 Uttar Pradesh Assembly elections.

The PDA strategy is central to the SP’s attempt to consolidate support among backward classes, Dalits and minorities. Bringing in leaders with administrative experience and links to different political formations can help the party expand its organisational network and local outreach.

Pasi’s past association with the BSP, his electoral contest from Mohanlalganj and his experience in the state administration give him a profile that the SP may seek to use as part of this broader outreach.

His joining also coincided with the induction of several other political figures from different districts and parties, including leaders from Badaun and western Uttar Pradesh.

However, the electoral impact of these inductions will depend on how effectively the party integrates the new entrants into its organisation and converts their local connections into support at the ballot box.

A New Political Chapter Ahead of the 2027 UP Elections

Ram Bahadur Pasi’s move to the Samajwadi Party completes another shift in a political journey that began after his retirement from the IAS in 2015.

From serving as a district magistrate and heading development authorities to contesting the Mohanlalganj Assembly seat on a BSP ticket, establishing the Nagrik Ekta Party and joining the BJP, he has moved across different political platforms.

His induction into the SP now places him within Akhilesh Yadav’s preparations for the 2027 Uttar Pradesh Assembly elections.

Whether his administrative background, past political experience and local connections translate into a significant electoral role remains to be seen. For now, his entry adds another former bureaucrat to the Samajwadi Party’s expanding political network.
