Who Is IFS T. Armstrong Changsan? Senior Diplomat Appointed India’s Next Ambassador to Armenia

IFS Changsan, currently India's Ambassador to Cuba, has been appointed as the next Ambassador to Armenia. Here's a look at his career, diplomatic assignments, educational background and journey in the Indian Foreign Service.

New Delhi: The Ministry of External Affairs (MEA) has appointed T. Armstrong Changsan (IFS:1997) as the next Ambassador of India to the Republic of Armenia. A seasoned diplomat with nearly three decades of experience, Changsan is currently serving as India’s Ambassador to the Republic of Cuba and is expected to assume his new assignment shortly.

His appointment marks another important chapter in a distinguished diplomatic career that has taken him across Asia, Africa, Europe and Latin America while handling key assignments at the Ministry of External Affairs in New Delhi.

Appointment to Armenia

According to the Ministry of External Affairs, IFS Changsan has been appointed as India’s next Ambassador to Armenia.

He is presently serving as Ambassador Extraordinary and Plenipotentiary of India to the Republic of Cuba, a position to which he was appointed on March 18, 2024, while serving as Joint Secretary in the Ministry of External Affairs. He arrived in Havana and assumed charge on June 22, 2024.

Before his Cuba assignment, he served as Joint Secretary and Chief Passport Officer at the MEA headquarters in New Delhi.

Personal Background

Born on January 24, 1969, Mr Changsan hails from Haflong in Assam’s Dima Hasao district.

He comes from a distinguished family with a long tradition of public service.

His father, late Vumkhosei Changsan, was a respected Indian Administrative Service (IAS) officer. His sister, Sweety L. Changsan (IAS), is also a senior civil servant, while his brother serves as an Executive Member of the NC Hills Autonomous Council.

He is married and has three daughters.

Academically, Changsan holds a Bachelor of Technology (B.Tech.) degree in Mechanical Engineering before joining the prestigious Indian Foreign Service.

Joined the Indian Foreign Service in 1997

Changsan entered the Indian Foreign Service (IFS) in 1997 and has since built an extensive diplomatic career spanning more than two decades.

Over the years, he has represented India in several strategically important countries while also handling significant responsibilities at the Ministry of External Affairs.

His diplomatic experience covers bilateral relations, multilateral diplomacy, passport services, climate negotiations and regional cooperation.

Early Overseas Assignments

During the initial years of his diplomatic career, Mr Changsan served in Indian Missions in:

  • Lagos, Nigeria
  • Tokyo, Japan

He later served as the Deputy High Commissioner of India to South Africa, strengthening India’s diplomatic engagement with the African continent.

These assignments helped him gain extensive experience in political, economic and consular diplomacy.

Key Roles at the Ministry of External Affairs

Apart from foreign postings, IFS Changsan has held several important assignments at the MEA headquarters in New Delhi.

He worked in the United Nations Economic and Social Division, where he dealt with global issues including:

  • Climate change
  • Human rights
  • Multilateral cooperation

He also served as:

  • Director and Head of the MEA Branch Office, Guwahati
  • Regional Passport Officer, Guwahati

These assignments strengthened his expertise in both international diplomacy and citizen-centric consular services.

Consul General in Japan

Changsan later served as the Consul General of India in Osaka-Kobe, Japan, where he worked to strengthen bilateral economic, cultural and people-to-people ties between India and Japan.

His tenure further deepened his engagement with one of India’s most important strategic partners in East Asia.

Ambassador to Iceland

In 2018, he was appointed Ambassador Extraordinary and Plenipotentiary of India to the Republic of Iceland.

During his tenure, which continued until 2021, he played a key role in advancing India-Iceland cooperation across sectors including renewable energy, Arctic cooperation, trade and diplomatic engagement.

Chief Passport Officer of India

After completing his assignment in Iceland, he returned to the Ministry of External Affairs as Joint Secretary and Chief Passport Officer of India.

In this role, he supervised India’s passport administration and consular services while contributing to reforms aimed at improving passport delivery mechanisms for Indian citizens.

Ambassador to Cuba

In March 2024, the Government of India appointed him as Ambassador to the Republic of Cuba.

He assumed charge in Havana on June 22, 2024, where he has been working to strengthen bilateral relations between India and Cuba in areas such as healthcare, pharmaceuticals, development cooperation and diplomatic engagement.

Now Headed to Armenia

On August 5, 2026, the Ministry of External Affairs announced his appointment as India’s next Ambassador to the Republic of Armenia.

With his vast diplomatic experience across multiple continents and key leadership roles within the MEA, Changsan is expected to further strengthen India’s growing strategic and economic partnership with Armenia.

His appointment reflects the government’s confidence in one of the Indian Foreign Service’s experienced diplomats to advance India’s interests in the strategically important South Caucasus region.
