Lucknow: Chief Minister Yogi Adityanath emphasized that law and order in Uttar Pradesh has significantly improved since 2017, attributing the progress to enhanced police infrastructure, technology, and mobility. During a program at Lok Bhavan auditorium, he flagged off 50 Quick Response Team (QRT) bikes provided by Honda India Foundation, reinforcing the state’s commitment to public safety and rapid policing.
Law and Order: A Key Factor in Governance
CM Yogi Adityanath remarked that for the first time in Uttar Pradesh’s democratic history, law and order emerged as a central issue in elections. He highlighted that after completing a full five-year term, the government was re-elected—underscoring public trust in improved safety measures.
He stated, “Since 2017, the police department has transformed the state from one affected by unrest, riots, and curfews into a safe and secure Uttar Pradesh. Strong law enforcement has laid the foundation for making the state a growth engine of India’s economy.”

Model Policing: Infrastructure, Technology, and Mobility
The CM outlined the three pillars of model policing as identified by PM Modi:
- Infrastructure – Modern police stations, model barracks, and improved facilities
- Technology – Forensic labs, mobile forensic units, and advanced policing tools
- Mobility – Police Response Vehicles (PRVs) and two-wheelers for rapid response
Since 2017, PRVs have increased from 9,500 to over 15,500, and two-wheelers from 3,000 to more than 9,200. This expansion has significantly reduced police response time, increasing public trust in law enforcement.
Enhanced Police Training Capacity
CM Adityanath highlighted efforts to expand police training infrastructure. Previously, only 3,000 recruits could be trained at a time. With support from other states, army, and paramilitary forces, the capacity has increased to 30,000 trainees at a time.
To date, 60,244 police constables have been recruited and trained at dedicated UP training centers, ensuring a modern, well-equipped workforce.

Strengthening Forensics and Crime Investigation
The CM emphasized the importance of forensics in modern policing. Since 2017, the number of forensic labs has increased from two to 12 labs, along with a world-class State Forensic Institute under UP Police.
- Each district will have six A-grade forensic labs and two mobile forensic units
- New laws require forensic evidence for cases with seven-year or longer sentences
- The institute also offers degree, diploma, and certificate courses to train police personnel and young professionals
New Units and Special Forces
To further strengthen security, UP has established:
- Special Security Force (SSF)
- State Disaster Response Force (SDRF)
- Women battalions in PAC – Three formed, three more underway
These units enhance both public safety and disaster response across the state.

Creating a Safe Environment for Citizens and Businesses
CM Adityanath stressed that improved policing infrastructure, technology, and mobility have increased citizens’ confidence, making UP attractive for investment and economic growth. He highlighted that over 2.19 lakh police personnel have been recruited, marking a historic achievement in strengthening the police force.
The government’s zero-tolerance policy and robust law enforcement have created a secure environment for both girls and businesses, positioning Uttar Pradesh as a key growth engine of India’s economy.
Flagging Off 50 QRT Bikes
During the program at Lok Bhavan, the CM flagged off 50 QRT two-wheelers, donated by Honda India Foundation, to further enhance the mobility and rapid response capabilities of the UP Police. The event saw participation from senior officials including:
