UPSC to Set Up Knowledge Hub of SOPs and Innovations as It Turns 100; Collaborates with State PSCs on Best Practices Repository

New Delhi: The Union Public Service Commission (UPSC) is set to commemorate its 100-year milestone (October 1, 2025 – October 1, 2026) by establishing a Centre of Excellence (CoE), envisioned as a repository of best practices not only from UPSC but also from various State Public Service Commissions (PSCs). This landmark proposal was shared by UPSC Chairman Dr. Ajay Kumar during a video conference with Chairpersons and Members of State PSCs, joined by UPSC members Dr. Dinesh Dasa and Ms. Anuradha Prasad.

CoE: Catalyzing Knowledge-Sharing Across Recruitment Bodies

During the meeting, Dr. Kumar emphasized that the CoE will function as a knowledge hub, collating Standard Operating Procedures (SOPs), innovations, and operational lessons from UPSC and State PSCs. UPSC will lead its creation, but active participation from State PSCs is essential. The institution aims for the CoE to assist other national-level recruitment bodies in enhancing their selection and examination frameworks by drawing on accumulated best practices.

Reflecting on India’s Legacy of Impartial Recruitment

Highlighting UPSC’s vision of selecting efficient and impartial civil servants, Dr. Kumar reflected on the enduring robustness of India’s recruitment system—under which lakhs of talented youth have successfully entered public service via UPSC and State PSCs. He noted that the centenary celebration provides a fitting moment to “reflect on the past, celebrate the present, and envision the future.”

Spotlight on ‘Pratibha Setu’ Doors of Opportunity

In addition to the CoE announcement, the “Pratibha Setu” portal was showcased as a flagship initiative aimed at promoting wider talent utilization. It offers a platform for candidates who cleared the UPSC interview stage but did not make the final list to receive opportunities from semi-government, quasi-judicial, and private organizations, underscoring UPSC’s commitment to maximizing human capital.

Expanding Access with Thoughtful Outreach Initiatives

State PSC representatives contributed valuable insights, calling for improved awareness of public service exams in aspirational and underrepresented districts. They noted the latent potential of these regions is often constrained by limited access to resources and guidance. To address this, they advocated for mentorship schemes, awareness drives, and outreach programs aimed at enhancing inclusivity within India’s recruitment ecosystem.

Dr. Dinesh Dasa also invited PSCs to take part in exhibitions and awareness programmes, featuring examples of local best practices as part of the centenary celebrations. The participation of Chairpersons and Members from 27 State PSCs was confirmed, signaling a collaborative spirit and commitment to co-creating inclusive and credible public service examinations across the country.
