A Safer Future for Senior Citizens: How an IPS Officer’s Idea Is Changing Lives in Ujjain

Ujjain's ‘Standing Strong for Seniors’ initiative empowers and protects elderly citizens through community policing, legal aid, and proactive crime prevention, ensuring their safety, security, and well-being in an evolving world.

In a rapidly advancing technological world, where social structures are in constant flux, the elderly often find themselves vulnerable, isolated, and at risk of crimes ranging from theft to digital fraud. But the ‘Standing Strong for Seniors’ initiative was launched with a mission to change this narrative. In the serene town of Ujjain, a groundbreaking effort emerged with a singular goal: to protect the safety, security, and well-being of senior citizens.

The initiative was spearheaded by Pradeep Sharma, the 2014-batch IPS officer and current SP of Ujjain, MP, along with his dedicated team. With a focus on addressing the concerns of elderly residents, Sharma established a Senior Citizens Cell, a direct response to the rising fears of victimization among seniors. Under his leadership, the cell became a crucial bridge between law enforcement and the elderly, ensuring they could enjoy their lives without the constant threat of crime.

Every Wednesday from 11 AM to 1 PM, the Senior Citizens Cell opens its doors, offering a safe platform for seniors to voice their concerns. The initiative doesn’t only address crimes committed against them but extends its reach to resolve issues related to other departments such as banking, electricity, and revenue. In just six months, the initiative has received an overwhelming response, with seniors actively reaching out to the police for support.

To delve deeper into this life-changing project, Indian Masterminds connected with Mr Sharma, to learn more about how this effort is reshaping the lives of Ujjain’s senior citizens.

THE SPARK OF THE INITIATIVE

The ‘Standing Strong for Seniors’ initiative focuses on crime prevention and post-victimization support for senior citizens through community policing. Launched in July 2024, it was a direct response to the rising concerns about the safety of the elderly. The Ujjain police took a significant step by establishing a dedicated ‘Senior Citizen Cell’ at the Mahila Thana in Ujjain. Initially, the cell primarily handled FIR registrations and provided legal assistance. Over time, however, its scope expanded to address a wide range of welfare concerns for senior citizens.

One of the key components of the initiative was providing free legal aid, helping seniors navigate the legal system and ensuring they could access justice if they became victims of crime. Empowerment through education also became a cornerstone of the program, with officers conducting workshops and awareness campaigns to inform the elderly about their rights and how to protect themselves from scams, fraud, and other threats.

Sharma shared his vision, “Our goal was to create a community where senior citizens could lead peaceful, dignified lives, supported by both the police and the community. We aim to provide meaningful and effective protection to seniors and ensure their safety and security.”

IMPLEMENTATION

Under the leadership of the SP, the Senior Citizen Cell was staffed with a dedicated team, including an Additional Superintendent of Police (ASP), a Deputy Superintendent of Police (DSP), a Sub-Inspector (SI), Assistant Sub-Inspectors (ASIs), and five head constables, all specially trained to address the unique challenges faced by senior citizens. The cell works in close coordination with other departments to ensure the effective resolution of complaints and the rehabilitation of victims.

One of the core strategies was a phone monitoring system, where officers regularly checked in with registered senior citizens, offering reassurance and maintaining an open line for complaints. Additionally, officers organized regular field visits to assess and enhance the safety and security of seniors, ensuring they felt supported and secure in their communities.

“Citizens visit us every Wednesday, and we make it a point to address their issues within the week, providing a status report on the progress made by the following Wednesday,” Sharma added.

IMPACT AND BENIFITS

The initiative received a strong response, with over 170 complaints registered between July and November 2024. These complaints covered a broad spectrum of issues, including domestic violence, financial and cyber fraud, fear of local criminals and thieves, and disputes over forged land deeds. However, the initiative quickly yielded positive results.

One of the most notable impacts was a reduction in cyber fraud, thanks to targeted awareness programs designed to educate seniors about digital safety. Complaints regarding theft and other crimes also saw a decline, with beat officers regularly visiting the homes of senior citizens to listen to their concerns and offer support. The initiative also helped reduce complaints about tenants by maintaining a record of their Aadhaar details at local police stations, ensuring better accountability. Domestic violence complaints also dropped, with the police coordinating investigations with the SDM and working closely with the revenue officers to address land-related disputes and curb the influence of land mafias.

A MULTI-STAKEHOLDER APPROACH

The success of this initiative was built on collaboration – not only between the police and the public but also with a wide range of stakeholders. Recognizing that effective crime prevention required a holistic approach, the initiative brought together multiple sectors to create a robust support network for senior citizens. Public representatives, district officers, and local legal service organizations all joined forces to address the needs of the elderly.

The District Legal Services Authority (DLSA) played a crucial role, providing paralegal volunteers to assist with legal matters and helping citizens understand their rights. Coordination with the District Prosecution Officer (DPO) ensured that criminal cases involving elderly victims were handled with urgency and sensitivity.

Regular meetings with local government officials, including the Magistrate, District Judge, and members of the Nagar Suraksha Samiti, further strengthened the initiative, fostering transparency and cooperation among key players.

Mr Sharma emphasized, “The roots of this initiative were planted in the realization that senior citizens are not just a demographic group – they are the pillars of society who deserve a life filled with dignity, respect, and security.”

MORE PLANS

Future programs will expand volunteer involvement, maintain helplines like Dial 100 and 1090, verify domestic help and tenants, and collaborate with NGOs for comprehensive senior citizen support. These efforts align with the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, where applications are processed by Tribunals at block and district levels in coordination with the police, ensuring seniors receive the relevant incentives.

The initiative’s success has gained media attention, encouraging increased participation and fostering community-driven campaigns to further empower seniors in ensuring their safety.
