Leading Delhi’s Bureaucratic Skyline: The Journey of Chief Secretary Dharmendra

IAS Officer Dharmendra’s journey to Delhi’s top bureaucrat reflects a career marked by strategic insights, impactful governance, and a commitment to streamlined administration.

Dharmendra, an IAS officer of the 1989 batch from the AGMUT cadre, took charge as Delhi’s Chief Secretary in the lead-up to the assembly elections in February 2024. Except for a couple of postings in other states, he has spent almost his entire career, spanning 35 years, in Delhi administration. His journey through various administrative roles reflects a diverse and impactful career in both state and central government.

ROLE OF CHIEF SECRETARY

The role of the Chief Secretary is pivotal in the state’s administrative hierarchy. As the principal advisor to the Chief Minister, the Chief Secretary acts as the linchpin for interdepartmental coordination and is a critical link between the state government and the bureaucracy. But the Chief Secretary’s role in Delhi is different because of the special situation of the state where the Lieutenant Governor, not the Chief Minister, is the head of state machinery. That’s why CS in Delhi is often targeted by the elected government of the state. 

It was on the basis of Dharmendra’s predecessor, Mr. Naresh Kumar’s report, that a probe was instituted into the excise policy of the Arvind Kejriwal government, leading to the incarcerations of half a dozen Aam Aadmi Party leaders, including Chief Minister Arvind Kejriwal and Deputy CM Manish Sisodia. That’s why Mr. Dharmendra is a vital cog in the Delhi government, which is headed for the Assembly elections in the next couple of months. The CS here is answerable to the Lt Governor and Union Home Minister and not the CM.

CHIEF SECRETARY, ARUNACHAL PRADESH

Before being appointed as Delhi’s Chief Secretary, Dharmendra served as the Chief Secretary of Arunachal Pradesh. His tenure there underscored his capability to manage diverse administrative challenges, including handling the state’s developmental projects and overseeing governance in a remote and challenging environment. His work there was recognized for enhancing service delivery and public welfare initiatives, setting the stage for his return to Delhi.

DELHI’S CHIEF SECRETARY: INFLUENTIAL POST

Upon his return to Delhi, Dharmendra’s leadership was marked by strategic insights and a focus on efficiency. His tenure saw the successful implementation of the Seamless, End-to-End Delivery of Services without Human Intervention initiative, for which he was awarded the Prime Minister’s Award for Excellence in Public Administration in 2021. This initiative streamlined bureaucratic processes, reducing delays and enhancing transparency in governance.

FUTURE PROSPECTS

With a retirement date set for September 30, 2025, Dharmendra continues to shape the future of Delhi’s governance. His strategic role as Chief Secretary ensures that he remains at the heart of major policy decisions, driving development in urban infrastructure, environmental sustainability, and public service delivery. His background in civil engineering and extensive administrative experience equip him to tackle the challenges of a modern, dynamic city like Delhi.

EARLY LIFE AND EDUCATION

Dharmendra was born in September 1965 in Uttar Pradesh. His educational foundation was built on a solid technical background, holding a Bachelor’s degree in Civil Engineering from a prominent engineering institute. This academic foundation was instrumental in shaping his career trajectory, particularly in urban development, where his engineering insights have driven numerous initiatives.

UPSC JOURNEY AND FIRST POSTING

At the age of 23, Dharmendra successfully cracked the Union Public Service Commission examination, securing a place in the Indian Administrative Service. His batch, the 1989 cadre, is known for producing officers who have a significant impact on governance. His early postings included serving as a sub-divisional officer in 1991, where he started to hone his administrative skills. This role laid the foundation for a career characterized by strategic planning, effective implementation, and a keen eye for governance challenges.

EARLY CAREER IN THE DELHI GOVERNMENT

Dharmendra’s journey began in the Delhi government, where he was entrusted with responsibilities across key sectors. As the District Magistrate of East and Northwest Delhi in 1998, he managed public administration at the ground level, dealing with law and order issues, revenue matters, and disaster management. His role as Officer on Special Duty to the Union Minister of Youth Affairs and Sports in 1999 allowed him to work on policies impacting youth development across the nation.

SIGNIFICANT ROLES IN DELHI GOVERNMENT

In the following years, Dharmendra held several crucial positions, including Secretary of the Revenue Department, Commissioner of Land Management in the Ministry of Urban Development, and Secretary in the Environment and Forest Department. These roles demanded his expertise in urban planning, environmental management, and disaster response, where he played a key role in crafting policies that addressed the unique challenges of Delhi, such as pollution control and flood management.

KEY ROLES IN THE CENTRAL GOVERNMENT

Dharmendra’s versatility extended to the central government as well. As Additional Secretary & Financial Advisor in the Ministry of Consumer Affairs, Food & Public Distribution, he was instrumental in shaping policies for consumer protection and public distribution systems. His tenure as Joint Secretary in the Ministry of Housing and Urban Affairs allowed him to influence national urban policy, focusing on housing schemes, smart city projects, and infrastructure development across the country.
