NEW DELHI: The Centre has empanelled 19 officers from different services and batches for holding Joint Secretary or equivalent posts in the Government of India.
The empanelment covers officers from the Indian Administrative Service (IAS), Indian Forest Service (IFoS), Indian Defence Accounts Service (IDAS), Indian Railway Service of Engineers (IRSE-Civil), Indian Railway Service of Electrical Engineers (IRSEE), Indian Railway Service of Signal Engineers (IRSSE) and Indian Information Service (IInfoS).
The empanelled officers belong to batches ranging from 1997 to 2009, with a significant number coming from the 2005 and 2002 batches.
Four IAS Officers Empanelled
Four IAS officers have been included in the empanelment for Joint Secretary or equivalent posts.
They are:
- Sampath Kumar (IAS:1997)
- Manoj Kumar (IAS:2006)
- Saurav Pahari (IAS:2008)
- Chitra Dev (IAS:2009)
The officers represent different state cadres, including Assam-Meghalaya, Jharkhand, West Bengal and Manipur.
IFS Officer Included
The Indian Forest Service is represented by Vasvi Tyagi (IFS:2004).
Tyagi belongs to the 2004 batch of the Haryana cadre and has been empanelled for Joint Secretary or equivalent-level assignments in the Government of India.
Four IDAS Officers Empanelled
Four officers from the Indian Defence Accounts Service (IDAS) have also been empanelled.
All four belong to the 2005 batch:
- Ambarish Barman (IDAS:2005)
- Amit Gupta (IDAS:2005)
- Murali Krishnan S (IDAS:2005)
- Sandeep Thakur (IDAS:2005)
Their inclusion expands the latest empanelment beyond the traditional IAS pool to include officers from the specialised defence financial management service.
Four IRSE-Civil Officers Selected
Four officers from the Indian Railway Service of Engineers (Civil) have been empanelled.
All four are from the 2005 batch:
- Harsh Kumar (IRSE-Civil:2005)
- Hussain Khan (IRSE-Civil:2005)
- Rajesh Mandloi (IRSE-Civil:2005)
- Saurabh Mishra (IRSE-Civil:2005)
The empanelment brings experienced railway engineering officers into consideration for Joint Secretary or equivalent positions at the Centre.
Railway Electrical and Signal Services
The empanelment also includes officers from the railway electrical and signalling streams.
Mukul Kumar Agarwa (IRSSE:2003) has been empanelled from the railway service listed in the notification.
Another officer, Ravindra Kumar Verma (IRSEE:2000), has also been empanelled.
Together, the two officers represent specialised railway technical services with experience in electrical and signalling-related functions.
Three Officers from Indian Information Service
Three officers from the Indian Information Service (IInfoS) have been empanelled for Joint Secretary or equivalent posts.
They are:
- Himani Sarad (IInfoS:2002)
- Padma Angmo (IInfoS:2002)
- Pankaj Pandey (IInfoS:2002)
A fourth officer, Dharmendra Tewar, is also included in the empanelment and has been listed as IInfoS:2003 in the supplied details.

What Does Joint Secretary Empanelment Mean?
Empanelment for Joint Secretary or equivalent posts is an important stage in an officer’s career at the Central government level.
