ACC Approves 20 Joint Secretary-Level Appointments; IAS Divesh Sehara Named JS, Financial Services, Kuldip Narayan Advisor NITI Aayog

The Appointments Committee of the Cabinet has approved 20 Joint Secretary and Joint Secretary-equivalent appointments across key ministries, strengthening governance in agriculture, finance, urban development, disaster management, social justice and administrative reforms.

New Delhi: In a significant bureaucratic reshuffle aimed at strengthening governance across key sectors, the Appointments Committee of the Cabinet (ACC) has approved the appointment of 20 senior officers to Joint Secretary and Joint Secretary-equivalent positions in various ministries, departments and autonomous bodies of the Central Government.

The appointments, notified by the Department of Personnel and Training (DoPT), span critical sectors including agriculture, finance, housing and urban affairs, disaster management, consumer affairs, defence, social justice, coal, fisheries, corporate affairs and administrative reforms.

The order was issued by Manisha Saxena, Secretary, Appointments Committee of the Cabinet & Establishment Officer. All appointments carry Level 14 of the Pay Matrix (₹1,44,200–2,18,200) and will take effect from the date the officers assume charge.

Appointments Across Key Ministries

The latest round of appointments places experienced officers from the IAS and other Central Services in strategically important positions.

Among the notable appointments are:

  • Avanish Kumar Mishra, ISS (2000) as Joint Secretary, Department of Administrative Reforms & Public Grievances.
  • Abhijit Phukon, IES (2004) as Joint Secretary, Department of Agriculture & Farmers Welfare.
  • Anish Kumar, IRSE (Civil) (2001) as Joint Secretary, Department of Atomic Energy.
  • Satish Kumar, IRSEE (2002) as Coal Controller (Joint Secretary level), Ministry of Coal.
  • M. Imkongla Jamir, IAS (Karnataka:2002) as Joint Secretary, Department of Consumer Affairs.
  • Sumit Garg, IRSEE (2002) as Chief Executive Officer (Joint Secretary level), Investor Education and Protection Fund Authority (IEPFA), Ministry of Corporate Affairs.
  • Ashutosh Jain, ITS (1993) as Chairman-cum-Managing Director, National Handicapped Finance & Development Corporation (NHFDC).
  • Pravin Laxminarayan Agrawal, IFoS (Tripura:1994) as Joint Secretary, Department of Ex-Servicemen Welfare.
  • Divesh Sehara, IAS (Bihar:2005) as Joint Secretary, Department of Financial Services.
  • Saurabh Kumar, IAS (Chhattisgarh:2009) as Joint Secretary, Department of Financial Services.

Key Appointments in Urban Development, Disaster Management and Social Sectors

The ACC has also approved several important appointments in urban governance, public administration, disaster management and social welfare.

These include:

  • Gunjan Krishna, IAS (Karnataka:2004) as Joint Secretary, Department of Fisheries.
  • Tejpartap Singh, IRTS (1999) as Executive Director, Food Corporation of India (FCI).
  • Kartikaye Mathur, IA&AS (2004) as Adviser (Joint Secretary level), National Disaster Management Authority (NDMA).
  • Kumar Ravi Kant Singh, IAS (Uttar Pradesh:2008) as Joint Secretary, Ministry of Housing & Urban Affairs.
  • Neha Verma, IFoS (Uttarakhand:2005) as Principal Commissioner (Joint Secretary level), Delhi Development Authority (DDA).
  • Sudhir Shyam, IES (1999) as Joint Secretary, Department of Investment & Public Asset Management (DIPAM).
  • Kuldip Narayan, IAS (Bihar:2005) as Adviser (Joint Secretary level), NITI Aayog.
  • V. Lalithalakshmi, IAS (West Bengal:2008) as Professor (Joint Secretary level), Lal Bahadur Shastri National Academy of Administration (LBSNAA).
  • Satya Pal Kumar, IRS (Income Tax:2005) as Director (Joint Secretary level), Financial Intelligence Unit-India (FIU-IND).
  • Sajeesh Kumar N, IRTS (2002) as Joint Secretary, Department of Social Justice & Empowerment.

Tenures and Administrative Changes

The appointments have been made under varying tenure conditions depending upon the officers’ existing central deputation periods. While several officers have been appointed for a full five-year tenure, others will continue until the completion of their admissible combined or overall deputation tenure.

Many postings have been made against vacancies arising from the transfer or completion of tenure of incumbent officers. In a few cases, the government has temporarily upgraded Director or Deputy Secretary-level posts to the Joint Secretary level to facilitate these appointments.

Focus on Governance and Administrative Efficiency

The latest appointments reflect the Centre’s continued emphasis on placing experienced officers in critical policy-making and implementation roles across the Government of India.

The reshuffle is expected to strengthen governance in areas such as administrative reforms, agriculture, financial services, urban development, disaster management, consumer affairs, public asset management, fisheries, food security, social justice and defence administration.

With officers from the IAS, Indian Economic Service (IES), Indian Forest Service (IFoS), Indian Railway Services, Indian Statistical Service (ISS), Indian Telecom Service (ITS), Indian Audit & Accounts Service (IA&AS) and the Indian Revenue Service (IRS) taking up new assignments, the exercise reinforces the government’s effort to enhance institutional capacity across ministries.

The DoPT has circulated the appointment orders to all Secretaries to the Government of India, Chief Secretaries of States and Union Territories, and other concerned authorities for necessary action.
