Agra: The Taj Trapezium Zone (TTZ) Authority has approved the development of a 1,058-acre Integrated Manufacturing Cluster (IMC) in Agra and cleared the relocation of glass manufacturing units from densely populated areas of Firozabad to an industrial area developed by the Uttar Pradesh State Industrial Development Authority (UPSIDA).
The decisions were taken at the 68th meeting of the TTZ Authority in Agra on Tuesday, chaired by Divisional Commissioner Nagendra Pratap. Central Empowered Committee member Anjan Kumar Mohanty and NEERI Director Dr S.K. Goel were also present.
The meeting considered cases concerning Agra, Firozabad and Mathura in Uttar Pradesh following the Supreme Court’s July 23, 2026 order concerning the TTZ.
Key Decisions
- Agra IMC: Development of the 1,058-acre cluster in Raipur and Rahan Kalan villages of Etmadpur tehsil was approved. The approval allows infrastructure development; separate permission will be required for establishing industrial units.
- Firozabad glass units: A proposal to relocate glass manufacturing units operating within populated areas to a UPSIDA industrial area was approved. The move concerns relocation rather than setting up new units in the TTZ. The Supreme Court has previously considered relocation applications for existing Firozabad glass units separately from new industrial expansion.
- Mathura military hospital: The authority also approved a proposal for construction of a 190-bed military hospital in the Mathura cantonment area.

Agra Manufacturing Cluster Under AKIC
The Agra IMC is part of the Amritsar-Kolkata Industrial Corridor (AKIC). NICDC lists the project over 1,058 acres, with an estimated project cost of ₹1,812 crore and investment potential of more than ₹3,400 crore.
The cluster is planned along Agra’s Inner Ring Road and has connectivity to the Agra-Lucknow Expressway. The project is designed to provide industrial infrastructure and plug-and-play facilities for manufacturing activities.
Further TTZ Reviews
The TTZ Authority is also expected to consider proposals concerning the establishment and expansion of industries in Agra at a subsequent meeting.
Meanwhile, CEC member Anjan Kumar Mohanty is scheduled to inspect sites linked to Power Grid Corporation and the Agra Metro project. The inspection will include locations associated with tree felling and compensatory plantation measures.
