Gurugram: The Union Ministry of Housing and Urban Affairs (MoHUA) has approved the appointment of Ajay Kumar, a 2013-batch Indian Administrative Service (IAS) officer of the Haryana cadre, as Managing Director of Gurugram Metro Rail Limited (GMRL).
The appointment comes as the corporation advances work on Gurugram’s proposed 28.5-km metro expansion project. Kumar is also serving as Managing Director of the Haryana Mass Rapid Transport Corporation (HMRTC) and Chief Administrator of the Haryana Shehri Vikas Pradhikaran (HSVP).
His appointment follows an administrative reshuffle in September, when the Haryana government initially recommended Mukul Kumar for the GMRL post. That appointment did not receive the Centre’s approval, and the state was subsequently asked to recommend a candidate for consideration.
According to media reports, the delay in confirming a managing director had held up certain decisions, including those concerning the metro depot and procurement of coaches. Kumar has indicated that his priority will be to resolve implementation bottlenecks and strengthen project monitoring.

Ajay Kumar, born on Octorber 26, 1983, is a 2013-batch IAS officer belonging to the Haryana cadre. Originally from Una district in Himachal Pradesh, he has held administrative assignments in several Haryana districts and has experience in district administration and urban governance.

Why Does His Appointment Matter for Gurugram Metro?
GMRL is a joint venture of the Government of India and the Haryana government established to develop and expand the metro network in Gurugram.
The proposed corridor is approximately 28.5 km long, connecting Millennium City Centre with Cyber City and including a spur towards the Dwarka Expressway. The expansion is intended to improve connectivity between older and newer parts of Gurugram and provide access to residential, commercial and industrial areas.
The project is being implemented in phases:
- Phase I: The approximately 15.3-km Millennium City Centre–Sector 9 stretch is under construction.
- Phase II: The approximately 14.2-km Sector 9–Cyber City stretch has moved into the tendering process, according to recent reports.
- Additional connectivity: The broader corridor plan includes a spur towards the Dwarka Expressway.
The project also requires decisions on supporting infrastructure, including a depot-cum-workshop and metro coaches. Reports have indicated that certain decisions were delayed while the corporation awaited confirmation of its managing director.
HMRTC and GMRL to Coordinate on Project Implementation
Kumar’s appointment is expected to bring the leadership of the state’s mass rapid transit planning agency and the Gurugram metro implementation company under the same officer.
HMRTC handles planning and coordination for mass transit projects in Haryana, while GMRL is responsible for implementing the Gurugram metro expansion.
The two organisations will need to coordinate on project execution, procurement, infrastructure planning and the resolution of administrative bottlenecks.
Kumar has said that he intends to review obstacles affecting the project and strengthen monitoring to accelerate implementation.
The appointment comes at a significant stage for Gurugram’s metro expansion, with construction progressing on the first phase and the next section moving through the procurement process. The pace of implementation will depend on the resolution of outstanding issues, completion of contracts and coordination among the agencies involved.
