IAS Ravi Kumar Arora Gets Extension in MoHUA; ITS Ritu Pande to Continue as NBCC CVO | Know Them

The Centre has extended the tenures of Gujarat cadre IAS officer Ravi Kumar Arora as Joint Secretary in MoHUA and ITS officer Ritu Pande as CVO of NBCC.

New Delhi: The Centre has approved extensions in the tenures of 2006-batch Gujarat cadre IAS officer Ravi Kumar Arora, Joint Secretary in the Ministry of Housing and Urban Affairs (MoHUA), and 1997-batch Indian Telecom Service (ITS) officer Ritu Pande, Chief Vigilance Officer (CVO) of National Buildings Construction Corporation (NBCC) Limited.

While Arora’s tenure as Joint Secretary, MoHUA, has been extended up to March 31, 2027, Pande will continue as CVO of NBCC for another two years beyond her existing tenure, taking her tenure up to December 11, 2028.

The latest orders allow both senior officers to continue in their respective assignments and provide continuity in key administrative and vigilance functions.

Ravi Kumar Arora’s Tenure Extended in MoHUA

The tenure of Ravi Kumar Arora (IAS: 2006: GJ), serving as Joint Secretary in the Ministry of Housing and Urban Affairs, has been extended from August 5, 2026, to March 31, 2027.

Arora has been serving as Joint Secretary in MoHUA since October 6, 2022, where he has been associated with policy and administrative responsibilities relating to the housing and urban development sectors.

A 2006-batch IAS officer of the Gujarat cadre, Arora was born on September 24, 1973. He holds a B.A. from Bhagalpur University and an M.A. in Public Policy from IGNOU, New Delhi.

Before taking up his current central posting, Arora held several assignments in the Gujarat administration and at the Centre.

Ravi Kumar Arora’s Administrative Career

Arora’s career has included a combination of field administration, district-level responsibilities and central government assignments.

He has served as District Collector, District Development Officer, Assistant Collector and Supernumerary Assistant Collector, besides holding the position of Director and Private Secretary to a Union Minister.

His district-level work earned him recognition in Gujarat. He was recognised as Best District Collector in both Navsari and Mahisagar districts and as Best District Development Officer in Sabarkantha district.

The officer is proficient in English, Gujarati and Hindi.

His continued tenure in MoHUA will allow him to remain involved in the ministry’s ongoing work in the housing and urban development sectors until March 2027.

Ritu Pande Gets Two-Year Extension as NBCC CVO

The Centre has also extended the tenure of Ritu Pande (ITS: 1997) as Chief Vigilance Officer (CVO), National Buildings Construction Corporation Limited (NBCC), Delhi.

Her tenure has been extended for a further period of two years beyond December 11, 2026, taking it up to December 11, 2028.

Pande assumed charge as CVO of NBCC (India) Limited on December 12, 2023. She also oversees vigilance functions at HSCC (India) Limited.

Her continuation is significant for the vigilance and compliance framework of the public sector construction and infrastructure organisations under her charge.

Who Is Ritu Pande?

Ritu Pande is a 1997-batch Group ‘A’ officer of the Indian Telecom Service (ITS) under the Ministry of Communications.

She entered government service on May 18, 1998, and has more than two decades of administrative experience across different areas of the Central government.

Pande holds a Bachelor of Engineering (B.E.) in Electronics Engineering from NIT Allahabad. She has also completed a Post Graduate Diploma in Public Policy and Management (PGPPM).

Her professional experience includes telecom regulation, licensing, public policy, vigilance and public sector governance.

Experience in Department of Heavy Industry

Pande has also served on Central deputation in the Department of Heavy Industry (DHI).

She joined the department as a Director in July 2015 and continued to work in the capital goods and automotive sector domain. Her tenure was subsequently extended as she handled responsibilities linked to sectoral policies.

The assignment provided her with experience in industrial policy and administration beyond her core telecom background.

Experience as Government Nominee Director

Over the course of her career, Pande has also served as a Government Nominee Director on the boards of multiple Central Public Sector Enterprises (CPSEs).

Her experience in board-level public sector governance, combined with her vigilance responsibilities, has given her exposure to administrative oversight, compliance and risk management in government-owned enterprises.

Her areas of professional expertise include telecom spectrum pricing, strategic licensing, security-related compliance and administrative risk management.

Pande to Continue Vigilance Role Through December 2028

With the latest extension, Pande will remain at the helm of vigilance functions at NBCC until December 11, 2028.

The extension will ensure continuity in vigilance administration at NBCC and HSCC at a time when public sector enterprises continue to focus on transparency, compliance and stronger internal oversight mechanisms.

Two Key Extensions Announced

The latest appointments and recommendations provide continuity in two distinct areas of government functioning — urban development policy and public sector vigilance.

The key decisions are:

  • Ravi Kumar Arora (IAS: 2006: GJ): Tenure as Joint Secretary, Ministry of Housing and Urban Affairs, extended from August 5, 2026, to March 31, 2027.
  • Ritu Pande (ITS: 1997): Tenure as CVO, NBCC, extended by two years beyond December 11, 2026, up to December 11, 2028.

Both officers will therefore continue in their present assignments under the latest orders, with Arora remaining in MoHUA and Pande continuing her vigilance responsibilities at NBCC and associated public sector entities.
