Chandigarh: IAS officer Amneet P Kumar (2001: HR), wife of deceased Haryana-cadre IPS officer Y Puran Kumar, has withdrawn her request for compassionate appointment of their daughter in government service, a year after the officer died by suicide.
In a representation submitted to the Haryana Government on October 6, 2026, a day before the first death anniversary of her husband, Amneet P Kumar stated that she did not wish to revive or pursue the claim for her daughter’s appointment on compassionate grounds.
The matter had been under consideration while the state government was processing the pension-related case of the deceased IPS officer. Official sources indicated that the government had also issued directions for expediting the process.
Amneet P Kumar, who is currently serving as Principal Secretary in the Food, Civil Supplies and Consumer Affairs Department, cited the provisions of the Haryana Civil Services (Compassionate Financial Assistance or Appointment) Rules, 2019, as the reason behind her decision.
Why Was the Compassionate Appointment Claim Withdrawn?
According to her representation, she had been advised that the 2019 rules permitted compassionate appointment only if the government employee died while in service before attaining the age of 52 years.

Y Puran Kumar was 52 years and four months old when he died on October 7, 2025, placing his case outside the prescribed age limit for such an appointment under the rules.
However, the state government has the authority to consider compassionate appointments in accordance with the applicable provisions.
Family Seeks Financial Assistance Under Rule 6
While withdrawing the claim for compassionate appointment, Amneet P Kumar has sought the statutory benefit of Compassionate Financial Assistance under Rule 6 of the 2019 rules.
The provision specifies the duration of financial assistance based on the age of the deceased government employee.
Under Rule 6:
- If the employee dies before attaining 35 years, financial assistance is admissible for 15 years, subject to eligibility.
- If the employee dies between 35 and 48 years, assistance is admissible for 12 years or until the employee’s retirement age or 60 years, whichever is earlier.
- If the employee dies at 48 years or above, assistance is admissible for seven years or until the retirement age or 60 years, whichever is earlier.
Since Y Puran Kumar was above 48 years of age, his family falls under the third category, subject to the applicable eligibility conditions. The assistance is calculated on the basis of the last-drawn basic pay along with dearness allowance.
Y Puran Kumar Died by Suicide in October 2025
Y Puran Kumar, a 2001-batch IPS officer of the Haryana cadre, was serving as Inspector General of Police at the Police Training Centre in Sunaria, Rohtak, when he allegedly died by suicide at his Chandigarh residence on October 7, 2025.
He reportedly used his service revolver. In a purported final note, he named several IAS and IPS officers of the Haryana cadre.
The following day, Amneet P Kumar lodged a complaint with the Chandigarh Police against then Haryana DGP Shatrujeet Singh Kapur (IPS: 1990: HR) and then Rohtak Superintendent of Police Narendra Bijarnia. She sought action under Section 108 of the Bharatiya Nyaya Sanhita (BNS), which deals with abetment of suicide, and provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
She alleged that her husband had been subjected to harassment and was being falsely implicated in a complaint. These were allegations made in her police complaint and not established findings.
SIT Formed to Investigate the Case
The Haryana Government constituted a six-member Special Investigation Team (SIT) on October 10, 2025, to investigate the circumstances surrounding the IPS officer’s death. The investigation was still ongoing, according to the latest report.
The case had also triggered protests by Dalit activists and political leaders demanding action. Rahul Gandhi, Leader of the Opposition in the Lok Sabha, visited the bereaved family.
On October 14, 2025, the Haryana Government sent then DGP Shatrujeet Singh Kapur on leave and handed over the charge to OP Singh.
Another Police Officer Died by Suicide Days Later
The case was followed by another death by suicide in Haryana Police.
On October 14, 2025, Assistant Sub-Inspector Sandeep Lather, who was posted with the cyber cell in Rohtak, allegedly died by suicide. Lather had reportedly examined the phones of ASI Sushil Kumar, who was facing allegations in a separate case, and had levelled corruption allegations against Sushil Kumar and Y Puran Kumar.
Lather’s wife subsequently received a government appointment on compassionate grounds as a schoolteacher.
