Chandigarh: The Haryana government has sought a one-year extension for senior 1992-batch IAS officer Arun Kumar Gupta, who is currently serving as Principal Secretary to Chief Minister Nayab Singh Saini and also holds additional charge of the Finance and Planning Department.
Gupta is scheduled to retire from service on September 30, 2026. The state government has therefore written to the Centre seeking an extension that would allow the senior bureaucrat to continue beyond his scheduled date of superannuation.
If the Union government approves the proposal, Gupta will continue in service, although the final duration of the extension will be decided by the Centre. A one-year extension has been sought by the state, but the Centre is not bound to grant the full period requested.
The proposal is notable because extensions of this nature are more commonly sought for serving Chief Secretaries, while Gupta currently occupies the politically and administratively important position of Principal Secretary to the Chief Minister.
Arun Gupta Has Been Saini’s Principal Secretary Since November 2024
Gupta, a 1992-batch IAS officer of the Haryana cadre, was appointed Principal Secretary to Chief Minister Nayab Singh Saini in November 2024.
His appointment came after the BJP government led by Saini returned to power in Haryana following the 2024 Assembly elections.
As Principal Secretary to the Chief Minister, Gupta has been at the centre of the Chief Minister’s Office and has handled coordination on several key administrative matters.
His role became even more significant after he was given additional responsibility for the state’s Finance and Planning Department during an administrative reshuffle in January 2026.
The combination of the CMO assignment and the Finance portfolio has placed Gupta in charge of two particularly important areas of the state administration.

Who Is Arun Kumar Gupta?
Arun Kumar Gupta is a senior Haryana-cadre IAS officer who entered the civil services through the UPSC Civil Services Examination as a direct recruit in the 1992 batch.
Born on September 14, 1966, Gupta is a Haryana native and has completed more than three decades of administrative service.
He holds a Bachelor of Engineering (B.E.) in Mechanical Engineering and a Master of Technology (M.Tech.) in Industrial Management. He is an alumnus of the National Institute of Technology, Kurukshetra, where he studied during the 1983–1988 period.
He is proficient in English and Hindi.
Over a career spanning more than 34 years, Gupta has held a wide range of assignments covering finance, urban administration, town planning, industries, labour, food distribution and the Chief Minister’s Office.
From Town Planning to the Chief Minister’s Office
Before moving to the CMO, Gupta held the important responsibility of Additional Chief Secretary, Town & Country Planning and Urban Estates.
He served in the department from August 2022 until his appointment as Principal Secretary to the Chief Minister in November 2024.
The department is significant for Haryana because of the state’s rapid urbanisation and the continuing expansion of major urban and industrial centres around Gurugram, Faridabad, Panchkula and other parts of the state.
Gupta has also served as ACS/Principal Secretary, Industries and Commerce, where he was involved with the state’s industrial policy and investment-related administration.
His earlier responsibilities included the Urban Local Bodies Department, giving him experience in municipal governance and urban administration.
Finance Responsibility Added in 2026
Gupta’s administrative responsibilities expanded further in January 2026, when he was given additional charge of the Finance and Planning Department.
The Finance Department is among the most important departments in any state government, overseeing budgetary planning, expenditure management and financial policy.
His simultaneous handling of the Finance portfolio and the CMO has therefore given him a central role in the functioning of the Saini administration.
The proposed extension would allow him to continue handling these responsibilities beyond his scheduled retirement date, subject to the Centre’s approval and the terms of any extension granted.
Experience as Chandigarh Home Secretary
Gupta has also served on inter-cadre deputation as Home Secretary of the Union Territory of Chandigarh.
His tenure there included the period of the COVID-19 pandemic, when Chandigarh, like other parts of the country, faced major administrative challenges relating to public health, movement restrictions, essential services and coordination between different government agencies.
The Chandigarh assignment added another dimension to his administrative experience, particularly in handling a high-pressure urban administration involving coordination between the UT administration, Punjab, Haryana and central authorities.
Long Experience in Labour Administration
Another important phase of Gupta’s career was his tenure as Commissioner and Secretary, Labour Department, one of the longer assignments in his career.
The portfolio involves administration relating to labour policy, employment, industrial relations and implementation of labour laws.
His experience in labour administration, combined with his later assignments in industries and urban development, gave him exposure to both economic and regulatory aspects of state governance.
Central Deputation With Food Corporation of India
Gupta has also served on central deputation with the Food Corporation of India (FCI).
During this phase, he worked as a Senior Regional Manager/General Manager, handling responsibilities connected with consumer affairs and public food distribution in Haryana.
The FCI assignment gave him experience in one of the country’s largest public-sector food management systems, including administration related to procurement, storage and distribution.
More Than 30 Administrative Assignments
Gupta’s career has included more than 30 administrative capacities across different sectors and levels of government.
His earlier assignments included district-level administration, state government departments, public-sector organisations and positions involving the management of state utilities.
He has served as a Deputy Commissioner, Managing Director of state organisations, Joint Secretary and in other senior administrative capacities before moving into the highest levels of the state bureaucracy.
This wide-ranging experience has taken him through areas including district administration, urban governance, industrial development, labour, finance, food distribution and the CMO.
Why the Extension Proposal Is Significant
The Haryana government’s decision to seek an extension comes at a time when Gupta occupies a particularly important position in the state administration.
As Principal Secretary to the Chief Minister, he is directly involved in the functioning of the CMO, while his Finance and Planning responsibility gives him a role in the state’s financial administration.
His scheduled retirement on September 30 therefore creates an immediate question over continuity in these responsibilities.
The state government’s proposal seeks to address that issue by retaining him beyond his normal retirement date.
However, the final decision rests with the Central government. The Centre may accept the proposal, reject it, or approve an extension for a period different from the one requested by Haryana.
Extension Would Be Unusual for a Principal Secretary to CM
The proposal has also attracted attention because state governments generally seek extensions for officers occupying the position of Chief Secretary, particularly when continuity at the highest level of the bureaucracy is considered necessary.
Seeking an extension for a Principal Secretary to the Chief Minister is less routine.
If approved, Gupta would therefore become an example of a senior state-cadre IAS officer being retained beyond superannuation while serving in a key CMO and Finance role, rather than in the position of Chief Secretary itself.
The extension, however, would be an administrative decision of the Centre and would depend on the applicable rules and the government’s assessment of the state’s request.
What Happens Next?
Gupta is due to retire on September 30, 2026, unless the Centre approves the Haryana government’s extension proposal before then.
The state has requested one additional year, but the actual period, if sanctioned, will be determined by the Union government.
For now, Gupta continues to serve as Principal Secretary to Chief Minister Nayab Singh Saini, with additional charge of the Finance and Planning Department.
A decision on his extension will determine whether he continues in these roles beyond the end of September and whether the Saini government retains the benefit of his experience in the CMO and financial administration.
