Patna: Bihar is set to establish a special vigilance helpline in every district to make it easier for people to report corruption-related complaints. The numbers will be widely publicised so that citizens can access the vigilance system without difficulty.
The decision was taken during a review meeting of the Vigilance Department chaired by its Principal Secretary Mayank Badbadey through video conferencing from the Secretariat. He said continuous efforts are being made to implement the state’s zero-tolerance policy against corruption more effectively.
Vigilance Helplines to Strengthen Public Complaints
The proposed district-level helplines are aimed at bringing the vigilance mechanism closer to citizens. The department plans to publicise the numbers extensively so that more people can directly report complaints related to corruption.
The initiative is expected to make the complaint process more accessible, particularly for people who may otherwise find it difficult to approach vigilance authorities at the state level.
According to the department, its ongoing anti-corruption efforts have already resulted in significant action. The latest decisions are intended to further strengthen the system at the district level.

Faster Sharing of Vigilance FIRs
The meeting also reviewed the coordination between district authorities and the Vigilance Investigation Bureau.
One of the key decisions was to ensure that FIRs registered in vigilance-related cases at the district level are made available to the Vigilance Investigation Bureau on time. Timely sharing of case information is expected to improve coordination and support investigations.
The department also decided to provide training to officers and employees of flying squads in every district.
Five Departments Under Special Focus
The review meeting highlighted that a large number of vigilance-related cases originate from five major departments.
These include:
- Revenue and Land Reforms Department
- Education Department
- Health Department
- Home Department
- Urban Development and Housing Department
The Vigilance Department said these departments require special attention because of the comparatively high number of cases received from them.
Greater focus on these areas could help authorities identify corruption-related complaints more quickly and strengthen monitoring of public-facing services.
Focus on District-Level Vigilance
The proposed helplines are part of a broader effort to strengthen vigilance mechanisms beyond the state headquarters.
By establishing a dedicated complaint channel in every district, the department aims to create a more direct link between citizens and vigilance authorities. Public awareness and regular promotion of the helpline numbers will be important to ensure that people know where and how to report complaints.
The move also places greater emphasis on coordination between district-level authorities, flying squads and the Vigilance Investigation Bureau.
Strengthening Bihar’s Zero-Tolerance Approach
The Vigilance Department has been working to give a stronger operational shape to Bihar’s zero-tolerance policy against corruption. The latest review focused not only on receiving complaints but also on improving investigation-related coordination and field-level preparedness.
Principal Secretary Mayank Badbadey stressed the need for continued efforts to eliminate corruption. The decisions taken during the meeting are aimed at making the vigilance system more accessible, responsive and effective at the district level.
Vigilance Bureau Director General Jitendra Singh Gangwar, Special Vigilance Unit ADG Sudhanshu Kumar and other senior officials also participated in the video conference.
The proposed district helplines, along with better coordination on FIRs and training of flying squad personnel, are expected to strengthen Bihar’s institutional response to corruption and make it easier for citizens to bring complaints to the attention of the authorities.
