Patna: The Bihar Cabinet has approved two major development proposals worth a combined ₹1.05 lakh crore to accelerate urban expansion and strengthen tourism infrastructure in the state. The decision includes a ₹1 lakh crore Greenfield Satellite Township project and a ₹5,000 crore plan for tourism infrastructure development.
The government believes these large-scale investments will modernize Bihar’s infrastructure, attract private investment, and generate significant employment opportunities.
₹1 Lakh Crore Greenfield Satellite Township Project Approved
The cabinet has approved the signing of a Memorandum of Understanding (MoU) with the Housing and Urban Development Corporation (HUDCO) for long-term financing of ₹1,00,000 crore.
The funds will be used for the development of greenfield satellite townships across the state, focusing on planned urban infrastructure and modern civic facilities.
The government expects the project to:
- Create modern urban townships with planned infrastructure
- Attract private investment in urban development
- Generate large-scale employment opportunities
- Promote balanced regional development
Officials said the initiative will significantly boost economic activity and urban expansion in Bihar.
Tourism Infrastructure Boost with ₹5,000 Crore Funding
Alongside urban development, the cabinet has also approved ₹5,000 crore funding support for strengthening tourism infrastructure under the Bihar Tourism Policy 2023.
The Bihar State Tourism Development Corporation has been authorized to raise funds from HUDCO and other financial institutions, backed by a state government guarantee.
Development of Modern Tourism Facilities
The proposed tourism investment will be used for developing key infrastructure such as:
- Star hotels and accommodation facilities
- Convention and cultural centres
- Roadside amenities for travellers
- Smart toilets and water ATM facilities
- Wi-Fi zones and smart parking systems
The plan also includes improving connectivity to major tourist destinations across the state to enhance visitor experience.

The government believes both projects will significantly boost Bihar’s economy by:
- Generating large-scale employment opportunities
- Encouraging private sector participation
