Patna: Bihar has recorded a sharp rise in paperless document registration, with more than 42,000 documents registered digitally in September. The number has increased nearly six times in a month, showing growing public adoption of the state’s e-registration system.
The paperless registration facility was launched in July. In its first month, around 1,200 documents were registered digitally. The number rose to 6,800 in August and crossed 42,000 in September.
At present, an average of around 2,500 documents are being registered through the paperless system every day, with the number continuing to increase.
55,495 Documents Registered Since July
According to the available data, around 42,000 documents were registered through the paperless mode in September. Since the launch of the facility in July, the total number of paperless registrations has reached 55,495.
The system also generated significant revenue for the state during September. Around 12,000 documents were registered digitally during the first 15 days of the month, generating more than ₹126 crore in revenue.
The pace increased considerably during the second half of September. More than 29,000 documents were registered between September 16 and 30, generating over ₹271 crore in revenue.
The sharp rise indicates increasing public confidence in digital registration and the convenience offered by the paperless process.
One Platform for the Entire Registration Process
The paperless system works through the state’s e-registration software, which brings several registration-related services onto a single digital platform.
The process includes:
- Preparation of documents
- Automatic calculation of registration fees
- Generation of e-challans
- E-stamp facility
- Aadhaar-based e-sign
This integrated system reduces paperwork and helps people complete registration with less time and expense. It also makes the process more transparent by reducing manual intervention.
People can use the facility from home or through nearby Vasudha Kendras, making digital registration more accessible to those who may not have the resources or technical ability to complete the process independently.
The digital system also aims to reduce the role of intermediaries and save citizens from repeated visits to registration offices.
Bihar Preparing to Launch E-Vaulting
The Registration Department is now preparing to introduce an e-vaulting system for digital documents.
The facility is particularly relevant to cases where people take bank loans through the Deposit of Title Deed process. Under the conventional system, banks keep original property documents in secure vaults after accepting them as security for loans.
The new e-vaulting system is designed to provide a digital version of this process for documents registered through the paperless system. It will help maintain document security while also supporting digital verification.
E-Vaulting Software Demonstrated to Banks
A meeting was held on Monday under the chairmanship of the Inspector General of Registration with representatives of various banks to discuss the proposed e-vaulting system.
During the meeting, officials presented a live demonstration of the e-vaulting software to the participating bank representatives.
Some improvements were suggested during the demonstration. The Registration Department has directed that these changes be incorporated and the e-vaulting facility be made operational soon.
The department has set October 9 as the deadline for completing the suggested improvements before taking the system towards go-live.
Digital Registration Gains Momentum
The rapid growth in paperless registrations marks a significant shift in how citizens access property and other registration-related services in Bihar. From just 1,200 digital registrations in July to more than 42,000 in September, the increase highlights the expanding use of technology in public services.
The proposed e-vaulting facility could further strengthen this digital ecosystem by connecting registration services with banking and document-security requirements.
Together, paperless registration and e-vaulting can make document handling faster, more secure and more convenient for citizens while reducing dependence on physical paperwork.
