Bihar Joins Urban Challenge Fund Mission, to Receive ₹2,900 Crore for Sustainable Urban Infrastructure Development

State government approves participation in ₹1 lakh crore central scheme, focusing on revenue-generating urban projects, improved municipal finances, and job creation across cities.

Patna: The Bihar government has approved its participation in the Urban Challenge Fund (UCF) Mission, a major initiative aimed at strengthening urban infrastructure, increasing revenue generation, and creating new employment opportunities in urban areas across the state.

The decision is expected to pave the way for financially sustainable urban development projects in collaboration with the Government of India and local urban bodies.

₹2,900 Crore Allocated for Bihar Under UCF Mission

Under the Urban Challenge Fund Mission, Bihar has been allocated ₹2,900 crore as part of a nationwide central assistance provision of ₹1 lakh crore by the Ministry of Housing and Urban Affairs, Government of India.

The funding will be directed towards developing economically viable and revenue-generating urban projects that can strengthen the financial capacity of municipal bodies.

Focus on Revenue-Generating and Sustainable Urban Projects

The mission prioritizes projects that can become long-term sources of income for urban local bodies. These projects are expected to:

  • Improve urban infrastructure and public services
  • Generate sustainable municipal revenue
  • Strengthen financial independence of city bodies
  • Encourage long-term urban economic growth

Officials believe that such initiatives will transform urban governance by making cities more financially self-reliant.

Financial Structure of the Mission

The funding model under the Urban Challenge Fund Mission has been designed to ensure shared responsibility:

  • 25% contribution by the Central Government
  • 25% contribution by the State Government
  • 50% to be raised by Urban Local Bodies through loans, bonds, or other financial instruments

This structure is aimed at encouraging municipal bodies to actively participate in project financing and financial planning.

HUDCO to Support Project Financing

To support urban local bodies in raising funds, the Housing and Urban Development Corporation (HUDCO) has been designated as the key financing institution.

HUDCO will facilitate loans for selected projects, enabling municipalities to implement infrastructure and development works more effectively.

The Bihar government believes that the Urban Challenge Fund Mission will not only expand urban infrastructure but also:

  • Attract investments in urban areas
  • Create new employment opportunities
  • Improve access to quality urban services
