New Delhi: The Centre on Thursday announced key bureaucratic appointments and assignments, including entrusting senior IAS officer Nivedita Shukla Verma with the additional charge of Secretary, Ministry of Development of North Eastern Region (DoNER), and approving a three-year foreign posting for IRS officer Gurkaran Singh Bains in Mauritius.
The appointments were approved by the competent authority and notified through official orders issued by the Government of India.
Nivedita Shukla Verma Gets Additional Charge of DoNER Secretary
According to the notification issued on Thursday, Nivedita Shukla Verma (IAS: 1991: Uttar Pradesh), currently serving as Secretary in the Department of Administrative Reforms and Public Grievances (DARPG) and the Department of Pensions and Pensioners’ Welfare (DoPPW), has been assigned the additional charge of Secretary, Ministry of Development of North Eastern Region (DoNER).
She will hold the additional responsibility following the relinquishment of charge by Sanjay Jaju (IAS: 1992: Telangana), who has been repatriated to his parent cadre and is widely expected to be appointed as the next Chief Secretary of Telangana.
The move ensures continuity in the functioning of the Ministry of Development of North Eastern Region, which plays a crucial role in planning, coordinating and monitoring developmental initiatives across the eight northeastern states.
Experienced Bureaucrat at the Helm
Nivedita Shukla Verma is among the senior-most officers of the Uttar Pradesh cadre and currently heads two important departments under the Government of India.
As Secretary, DARPG, she oversees initiatives aimed at improving governance, administrative reforms, citizen-centric service delivery and grievance redressal mechanisms. Simultaneously, she supervises policy matters concerning pensioners and retired government employees through the Department of Pensions and Pensioners’ Welfare.
With the additional charge of DoNER, she will now oversee policy implementation and development programmes targeted at enhancing infrastructure, connectivity, investment and socio-economic growth in the North Eastern Region.
Gurkaran Singh Bains Gets Foreign Assignment in Mauritius
In another significant appointment, the Appointments Committee of the Cabinet (ACC) has approved the proposal of the Department of Revenue for the foreign assignment of Gurkaran Singh Bains (IRS-C&IT: 2006).
Bains has been selected for a long-term overseas posting as Director of Customs in the Customs Department of the Mauritius Revenue Authority (MRA), Port Louis, Mauritius.
According to the order issued by the Department of Personnel and Training (DoPT), he will serve on a fixed-term performance contract basis for a period of three years from the date he assumes charge of the position or until further orders, whichever is earlier.
Strengthening India-Mauritius Cooperation
The appointment is expected to further strengthen institutional cooperation between India and Mauritius in the areas of customs administration, trade facilitation, revenue collection and capacity building.
Mauritius remains one of India’s closest strategic partners in the Indian Ocean Region, and Indian officers have periodically been deputed to key positions within Mauritian institutions under bilateral cooperation arrangements.
As Director of Customs in the Mauritius Revenue Authority, Bains will contribute to customs management, enforcement, trade compliance and modernisation initiatives within the island nation’s revenue administration framework.
ACC Continues Key Bureaucratic Placements
The latest appointments reflect the Centre’s continued emphasis on ensuring administrative continuity in critical ministries while simultaneously leveraging the expertise of senior officers for international assignments that deepen India’s engagement with partner nations.
While Nivedita Shukla Verma takes charge of the DoNER Ministry in addition to her existing responsibilities, Gurkaran Singh Bains is set to represent Indian administrative expertise abroad through his assignment in Mauritius.
