Bihar Spends Rs 3,633 Crore on MMKVY in Past 5 Years, Strengthening Infrastructure and Farmer Support

State Completes Over 72,000 Schemes, Provides Student Allowances under Nischay Swayam Sahayta Bhatta Yojana, and Records 13.09% GSDP Growth in 2024-25

Patna: Bihar has witnessed significant investments in development projects over the past five years, with legislators of the 17th Bihar Assembly and members of the Legislative Council spending Rs 3,633.25 crore under the Mukhya Mantri Kshetra Vikas Yojana (MMKVY), Planning and Development Minister Bijendra Prasad Yadav said on Wednesday.

Out of an estimated allocation of Rs 5,088 crore for 2021-22 to 2025-26, the funds have been utilized for 72,206 development schemes, with 17,621 schemes currently underway. The annual corpus for each legislator under MMKVY has been increased from Rs 3 crore to Rs 4 crore since 2023-24 to enable more robust constituency development, the minister added.

MPLADS Implementation in Bihar

Under the Members of Parliament Local Area Development Scheme (MPLADS), 1,108 out of 2,456 schemes recommended by members of the 18th Lok Sabha have been completed till November 2025, with Rs 117.64 crore spent. Similarly, 12,190 schemes out of 13,093 schemes recommended by members of the 17th Lok Sabha have been completed at a cost of Rs 621.90 crore.

During 2014-15 to 2025-26, 3,792 schemes recommended by Rajya Sabha members saw 2,914 completed schemes at Rs 261.95 crore, with 868 schemes ongoing, Yadav added.

Additionally, 586 schemes worth Rs 1,38,811.97 crore were recommended before the Public Finance Committee in 2024-25, and 357 schemes worth Rs 1,68,870.77 crore were recommended in the current financial year 2025-26.

Support to Students under Mukhya Mantri Nischay Swayam Sahayta Bhatta Yojana

The state government has spent Rs 1,267.31 crore to provide allowances to 8,76,473 applicants with 12th pass or equivalent under the Mukhya Mantri Nischay Swayam Sahayta Bhatta Yojana for applications received between October 2, 2016, and December 31, 2025.

From October 1, 2025, graduates in arts, science, and commerce have also been included under the scheme. So far, 31,006 graduates have received allowances, costing Rs 3.10 crore.

Bihar Registers Robust Economic Growth

Bihar’s Gross State Domestic Product (GSDP) growth rate stood at 13.09% at current prices in 2024-25, compared to 8.64% at constant prices (2011-12). The per capita GSDP rose to Rs 76,490 at current prices, up from Rs 40,973 at constant prices (2011-12), highlighting the state’s economic expansion, Yadav noted.

Focus on Data-Driven Governance

The minister emphasized the state government’s focus on data collection and transparency, stating that all data from various departments will be consolidated and made available on the department’s portal by the end of the current fiscal year.

This comprehensive approach, combining development schemes, educational support, and infrastructure investment, underscores Bihar’s efforts to boost regional development, youth empowerment, and economic growth in the state.
