In a significant step toward youth empowerment and self-reliance, Bihar Chief Minister Mr. Nitish Kumar has expanded the Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana to include unemployed graduates from Arts, Science, and Commerce streams. The announcement was made as part of the Saat Nishchay programme, aimed at holistic development and inclusive governance in the state.
Graduates to Receive Rs. 1,000 Monthly for Two Years
Under the revised scheme, eligible unemployed graduates aged between 20 and 25 years will now receive a monthly allowance of Rs. 1,000 for a maximum period of two years. This financial assistance is intended to support young men and women who are currently not enrolled in higher education and are actively seeking employment.
Mr. Nitish Kumar made the announcement via social media, highlighting the government’s commitment to empowering Bihar’s youth. He noted that the allowance will allow recipients to pursue training, prepare for competitive examinations, and enhance their employability.
Eligibility Criteria for the Expanded Scheme
The benefits of the scheme are available to:
- Graduates from Arts, Science, and Commerce streams
- Youths aged between 20 and 25 years
- Individuals who are not enrolled in further studies
- Those who are actively seeking jobs
- Candidates who are not employed in government, private, or NGO sectors
- Individuals not engaged in self-employment
Previously, the scheme was only applicable to students who had completed their intermediate or 12th grade education. This expansion makes thousands of additional youth eligible for state support, directly targeting educated yet unemployed segments.
Strategic Timing Ahead of State Elections
This decision comes just ahead of the Bihar Assembly elections and is seen as part of a broader political and developmental strategy to win youth support. By addressing the growing concern of graduate unemployment, the government is reinforcing its image as being youth-centric and welfare-oriented.
Bridging the Gap Between Education and Employment
Chief Minister Mr. Nitish Kumar emphasized that the scheme is not merely a financial relief but a strategic investment in human capital. It aims to bridge the gap between education and employment by giving young graduates the time and resources to acquire job-ready skills or crack competitive exams.
This move is expected to reduce the economic pressure on unemployed youth and provide them with a stable window to plan their careers and contribute meaningfully to society and the economy.

The Saat Nishchay (Seven Resolves) programme, launched during Mr. Kumar’s previous tenure, focuses on development goals including youth employment, women empowerment, better roads, and access to clean water. This latest scheme extension underlines the ongoing commitment to youth development and inclusive growth.
With the government already offering Skill Development Training, Student Credit Cards, and Entrepreneurship Support under the youth-centric initiatives, the extended Self-Help Allowance Scheme is another powerful addition to Bihar’s welfare ecosystem.
