Bihar RTPS Portal Processes Over 39 Lakh Applications at Panchayat Level in Two Years

More than 39.78 lakh applications were received through Bihar’s RTPS portal at the panchayat level between October 2024 and September 2026, with over 39.32 lakh applications disposed of.

Patna: Bihar’s Right to Public Services (RTPS) platform has emerged as a major channel for delivering essential government services digitally, with more than 39.78 lakh applications received at the panchayat level between October 2024 and September 2026.

Of these, over 39.32 lakh applications have been disposed of, according to data from the Bihar Panchayati Raj Department.

The platform allows citizens to apply for several public services without having to visit government offices physically. The official Bihar ServicePlus portal provides online access to services including residential, caste and income certificates, while birth and death certificate services are also available through the system.

Madhubani Leads Application Disposal

Panchayats in Madhubani recorded the highest number of applications disposed of during the period.

  • Madhubani: Around 3.24 lakh applications received; nearly 3.22 lakh disposed of.
  • Siwan: More than 2.97 lakh received; around 2.95 lakh disposed of.
  • Sitamarhi: Over 1.99 lakh received; more than 1.97 lakh disposed of.
  • Saran: Around 1.87 lakh received; approximately 1.84 lakh disposed of.
  • West Champaran: Around 1.53 lakh received; nearly 1.52 lakh disposed of.

RTPS Services Available Online

The Bihar RTPS system is designed to provide government services within specified timelines through an online platform. Applicants can submit applications online, track their status and receive certificates digitally.

The portal also provides multiple channels for certificate delivery, including SMS download links, email, DigiLocker, ServicePlus inboxes, kiosks, Common Service Centres and RTPS counters.

The system covers key citizen-facing services such as caste, income and residential certificates, along with birth and death certificate services. The portal also provides facilities for applicants to track their applications and receive updates through SMS and email.

The latest figures highlight the volume of applications being handled through the RTPS system at Bihar’s panchayat level.

About Bihar’s RTPS Framework

Bihar’s Right to Public Services framework was introduced to make notified government services available to citizens within prescribed timelines. It establishes a mechanism through which eligible applicants can seek services from designated public authorities and hold officials accountable for delays in service delivery.

The framework is intended to promote time-bound public service delivery and administrative accountability across the state.
