Patna: Bihar’s RTPS (Right to Public Services) portal is strengthening digital access to government services at the panchayat level, with nearly 97% of applications received over the past two years already resolved.
The Panchayati Raj Department said around 37.87 lakh applications were received through the portal during this period. More than 36.91 lakh applications have been disposed of, giving citizens easier access to essential public services without repeated visits to government offices.
Nearly 38 Lakh Applications Received
The growing use of the RTPS portal indicates increasing adoption of digital public services in Bihar’s rural areas.
Panchayats receive an average of around 300 applications every month through the platform.
The portal allows citizens to apply for services, track applications and download certificates online, helping make the delivery process more accessible and transparent.

Madhubani Leads in Applications and Disposal
Madhubani has emerged as the leading district in terms of applications received and disposed of through its panchayats.
The five leading districts are:
- Madhubani: Over 3.15 lakh applications received; around 3.10 lakh disposed of
- Siwan: Over 2.89 lakh received; around 2.85 lakh disposed of
- Sitamarhi: Over 1.89 lakh received; more than 1.83 lakh disposed of
- Saran: Around 1.78 lakh received; around 1.71 lakh disposed of
- Samastipur: Around 1.42 lakh received; around 1.40 lakh disposed of
The figures show the scale at which citizens are using the digital platform for accessing public services at the grassroots level.
64 Public Services Available Through RTPS
The RTPS portal currently offers 64 types of citizen services.
These include important documents and certificates such as:
- Caste certificates
- Income certificates
- Residence certificates
- Birth and death certificates
Applicants can use their login credentials to track application status and download certificates once they are issued.
Digital Governance at Panchayat Level
The high disposal rate highlights the growing role of digital platforms in delivering government services closer to citizens.
The system also provides a mechanism for addressing complaints related to applications, with the department focusing on resolving issues within the prescribed timeframe.
With more citizens using the portal at the panchayat level, Bihar’s RTPS system is helping reduce dependence on physical visits and making routine government services more accessible, time-bound and transparent.
