Bihar Cabinet Clears 300 Multidisciplinary Colleges, Extends Student Credit Card and Kushal Yuva Schemes

Bihar Cabinet approves 300 multidisciplinary colleges and extends Student Credit Card and Kushal Yuva schemes to expand higher education and youth employment opportunities.

Patna: The Bihar Cabinet, chaired by Chief Minister Samrat Choudhary, approved 11 decisions covering education, employment, renewable energy, waste management and urban development.

300 B.Ed. Colleges to Become Multidisciplinary

The Cabinet approved developing 300 standalone private B.Ed. institutions into multidisciplinary degree colleges.

  • Colleges can offer Arts, Science, Commerce, B.Ed. and skill-based courses.
  • The move follows NEP 2020 and NCTE guidelines.
  • It aims to expand higher education access and improve Bihar’s Gross Enrolment Ratio.

Solar Support and CBG Plants Approved

Under PM Surya Ghar, Bihar approved ₹1,000 crore for one year to support rooftop solar installations.

  • Residential consumers will get ₹10,000 per kW, up to ₹20,000, through DBT.
  • The state assistance will be in addition to the Centre’s support.
  • CBG plants will come up in Gaya, Muzaffarpur, Bhagalpur and Biharsharif.
  • 10 acres of land for 25 years will be provided to IOCL, HPCL, BPCL and GAIL for the plants.

Student Credit Card and Kushal Yuva Extended

The Bihar Student Credit Card Scheme has been extended from 2026-27 to 2030-31, with ₹950 crore approved for 2026-27. Around 4.15 lakh students have benefited so far.

The Kushal Yuva Programme has also been extended for five years with ₹430.08 crore.

  • 2,57,440 youth to be trained annually.
  • 6,436 direct employment opportunities expected.
  • Training will cover AI, drones, solar, networking, digital marketing, banking, telecom, foreign languages and entrepreneurship.

Greenfield Land Rules, ITI Admissions and Jobs

The Cabinet lifted restrictions on purchase, sale and transfer of land in notified Greenfield Satellite Cities after publication of the final Development Plan. The Bihar Urban Development Authority can also lift restrictions after the draft plan is published.

It also approved:

  • 50% of sanctioned seats in private ITIs to be filled through BCECEB.
  • 221 new posts in Bihar State Power Transmission Company for Grid Substation Offices.

These decisions aim to strengthen Bihar’s education system, expand employment opportunities and accelerate clean-energy and infrastructure development.
