Bihar National Lok Adalat: Traffic Challans to Be Settled at 50% Amount

Bihar will hold a National Lok Adalat across all districts today, allowing eligible traffic e-challans pending for over 90 days to be settled by paying just 50% of the total challan amount.

Patna: Bihar is holding a National Lok Adalat across all district court premises today to help settle long-pending traffic e-challans. Under the One-Time Traffic Challan Settlement Scheme-2026, eligible e-challans pending for more than 90 days can be settled by paying only 50% of the total challan amount.

The initiative offers a significant opportunity to vehicle owners with old traffic violations to clear their pending cases at a reduced amount. The Transport Department had provided a pre-registration facility at District Transport Officer (DTO) offices from September 7 to September 11 for people seeking to use the scheme.

30 Special Counters Set Up at Gandhi Maidan in Patna

Special arrangements have been made in the state capital for people dealing with traffic challan cases.

The Lok Adalat for traffic-related matters in Patna has been set up near Gate No. 7 of Gandhi Maidan. As many as 30 special counters have been established at the venue.

The counters will operate from 10 am to 5 pm, where cases related to different provisions of the Motor Vehicles Act will be taken up for settlement.

The dedicated counters are expected to help manage the large number of visitors seeking to settle eligible traffic challans under the one-time scheme.

How Can Vehicle Owners Settle Their Challans?

People who have registered for the scheme will have to complete the required process at the designated counter.

First, visitors will have to register at the counter. After registration, they will need to deposit 50% of the total challan amount at the counter. A receipt for the payment will be provided on the spot.

Once the challan is settled, a message confirming its cancellation will be sent to the person’s registered mobile number on the following day.

This process is intended to provide a simple way for vehicle owners to close eligible pending challan cases without going through a lengthy process.

Which Traffic Violations Are Covered?

The 50% settlement benefit applies to several common traffic and vehicle-related violations covered under the scheme.

These include cases related to:

  • Pollution certificate violations
  • Vehicle insurance
  • Fitness certificate
  • Driving licence
  • Vehicle registration
  • Using a mobile phone while driving
  • Driving without a helmet
  • Driving without a seat belt
  • Over-speeding
  • Jumping a red light

Vehicle owners with eligible cases can therefore use the Lok Adalat to settle their pending challans by paying half of the applicable amount.

However, overloading cases are not covered under the scheme. Vehicle owners cannot claim the 50% settlement benefit for challans related to overloading.

Documents Required for Challan Settlement

People visiting the Lok Adalat should carry the necessary documents to avoid difficulties during the settlement process.

The required documents include the copy of the traffic challan, driving licence and Aadhaar card. Those who completed pre-registration should also bring a copy of their registration document.

Carrying these documents will help officials verify the case and complete the settlement process at the designated counters.

Facilities Arranged for Visitors

The authorities have also made arrangements for visitors at the court premises.

Facilities including drinking water, cleanliness and medical assistance have been provided for people attending the Lok Adalat.

The arrangements are particularly important as a large number of vehicle owners may visit the designated centres to settle their pending cases during the one-day exercise.

Opportunity to Clear Long-Pending Traffic Cases

The One-Time Traffic Challan Settlement Scheme-2026 provides vehicle owners with an opportunity to address traffic cases that have remained pending for more than 90 days.

By allowing eligible challans to be settled after payment of 50% of the total amount, the initiative can help reduce the burden of old traffic cases while providing relief to vehicle owners.

For those in Patna, the special arrangement at Gandhi Maidan Gate No. 7 provides a dedicated location for traffic challan-related matters, with 30 counters operating throughout the day.

The statewide Lok Adalat also reflects an effort to make legal and administrative settlement mechanisms more accessible to citizens. At the same time, the exclusion of overloading cases keeps the settlement benefit limited to specified traffic violations.
