Patna: In a remarkable stride toward women’s empowerment, 73 women in Bihar‘s capital, Patna, have obtained International Driving Permits (IDPs) over the last three years, allowing them to legally drive in over 160 countries. This development comes under a proactive initiative launched by the Nitish Kumar-led government to facilitate international driving access through District Transport Offices (DTOs) across all 38 districts in the state.
While 602 male drivers have also availed themselves of this facility during the same period, the rising participation of women marks a significant cultural shift in a state once known for limited female mobility.
Driving Global Change: Bihar’s Daughters Break Barriers
The issuance of IDPs to women may appear numerically modest, but symbolically, it’s a giant leap for gender empowerment in the region. Women from Bihar are now not only working and studying abroad — they’re driving with confidence in countries like the UAE, United States, United Kingdom, Saudi Arabia, Russia, Ukraine, Mauritius, and Fiji.
“This is more than just a driving permit. It’s a license to independence, confidence, and global mobility,” said a senior transport official from Patna DTO.
Policy Backed Empowerment
The Bihar government has streamlined the IDP process, enabling applicants to secure permits from their home district without having to visit the state capital. These permits allow holders to drive both two-wheelers and four-wheelers in foreign countries for up to six months.
The initiative has gained momentum post-COVID-19, as more residents — particularly students and workers — are traveling abroad. The IDP facility has emerged as a direct relief for Non-Resident Biharis (NRBs) navigating international mobility requirements.
Women Redefining Identity in Bihar
The growing number of women drivers seeking international permits represents a transformational shift in societal norms. Traditionally confined to roles in education or domestic responsibilities, Bihar’s women are now claiming public spaces and global opportunities.
“This move is empowering and inspirational. It reflects the changing mindset and showcases that Bihar’s daughters are ready to lead — on roads and in life,” remarked a local social activist.
