Mumbai: State-owned Bharat Petroleum Corporation Limited (BPCL) has awarded a significant engineering, procurement, construction and commissioning (EPCC) contract to L&T’s Hydrocarbon Onshore business vertical (L&T Onshore) for a major petrochemical facility at Bina in Madhya Pradesh. The project marks a key step in BPCL’s refinery and petrochemical expansion strategy.
Project Scope and Key Highlights
The scope of work includes the engineering, procurement, construction and commissioning of a Linear Low-Density Polyethylene / High-Density Polyethylene (LLDPE / HDPE) Swing Unit, comprising two trains of 575 KTPA each. Once completed, the facility will become India’s largest LLDPE/HDPE Swing Unit, setting a new benchmark in polyethylene production capacity.
The project will be executed by L&T Onshore on a Lump Sum Turnkey (LSTK) basis, underscoring the company’s end-to-end EPC capabilities in complex downstream hydrocarbon projects.
Part of BPCL’s Bina Refinery Expansion Plan
The LLDPE/HDPE Swing Unit is an integral component of BPCL’s Bina Petrochemicals & Refinery Expansion Project, which aims to establish a large petrochemical complex while increasing the refinery’s processing capacity from 7.8 MMTPA to approximately 11 MMTPA.
The expansion aligns with the Government of India’s Make-in-India initiative, strengthening domestic manufacturing, reducing dependence on polymer imports, and enhancing self-sufficiency in value-added petrochemical products.

Commenting on the order win, Mr. Subramanian Sarma, Deputy Managing Director & President, L&T, said the project would not only strengthen L&T’s balance sheet but also reinforce its demonstrated credentials in the downstream hydrocarbon EPC space.

Sathyanarayanan, Senior Vice President & IC Head of L&T Energy Hydrocarbon – Onshore and Member of the L&T Executive Committee, added that the order reflects customer confidence in L&T Onshore’s execution and delivery capabilities.
