2001 batch IPS officer of Haryana cadre, Mr Y Puran Kumar filed an RTI application, but he got the response delayed by 9 days. Now a superintendent-level official of Haryana home department is facing a penalty for this delayed response.
Mr. Kumar is posted as IGP. In November this year, the state government posted him as IGP (telecommunications) with additional charge of emergency response support system (ERSS) – a 24X7 emergency response system for citizens in emergencies.
The development had taken place after the intervention of state Home Minister Anil Vij following a complaint by Kumar that he had been posted on a “non-cadre and non-existing post” of IGP (home guards).
The IPS officer had filed an RTI application to the home department’s state public information officer (SPIO) on August 14 urging him to offer the inspection of complete records regarding promotion of the 1997 batch IPS officers from the rank of IGP to ADGP.
When the IPS officer did not receive the information in time, he approached the state information commission stating the SPIO was duty-bound to provide the requisite information to him within 30 days as per the provisions of the RTI Act. The officer alleged that the SPIO deliberately and malafidely did not furnish the information.
